Daniel Rumfelt for S.C. House of Representatives District 28 My name is Daniel Rumfelt and I’m running for S.C. House of Representatives District 28. Let’s talk! I was raised in a little community in upstate South Carolina.

Laurens had just enough influence on me to shape me into the man I am today. I have a younger brother and two godly parents. After graduating from Lighthouse Christian Academy, I met the love of my life, Kasey. We moved to Pelzer, South Carolina, in 2013 and fell in love with the area. People in southern Greenville County are similar to those in Laurens. They are quiet, laid back, and know what th

ey want out of life. My wife is a T.D. Bank Commercial loan specialist, and I currently work for ZF Transmission in Gray Court, South Carolina. During this time, we are juggling three boisterous children, Nolan, Connor, and Savannah. I'm also finishing up my bachelor's degree in software development at Grand Canyon University this year. I enjoy spending time assisting people. In 2022, I joined up to be a high school football official in response to a state-wide lack of officials. Yesterday, several state senators gathered together to discuss South Carolina's ten year energy plan. The state Senate put the brakes on the House’s rushed proposal for good reason. Projections indicate that Santee Cooper will exceed grid capacity in 2038 and Duke Energy by 2037. South Carolina’s energy comes from 27% coal. Duke Energy blames the rolling blackouts across the Carolina’s Christmas 2022 on coal plants being too slow to maintain during the winter. The EPA has increased standards, and conservation groups across SC demand to switch to natural gas NOW. Coal is becoming harder to locate, and both groups say change is needed immediately. The immediate demand to remove all coal plants within ten years is, in my opinion, unfounded given the number of businesses and population growth moving to the state. I believe a gradual switch to natural gas is in our best interest, and ten years is too fast.

Greenville County provides a forward-looking picture of the General Fund operating budget through the use of a long-range financial projection. With the help of this outlook, county officials and other stakeholders can assess whether the biennial operating budget is sustainable in the long run. Furthermore, it establishes a foundation for further budgetary decision-making by determining the equilibrium between anticipated revenue and spending requirements. One important instrument for financial planning is the long-term financial prediction. The County employs a number of strategies, including cost-benefit analysis and service and program downsizing, as part of its business plan to try to boost its budget balance for potential future usage. The idea behind this financial planning strategy is to build up cash reserves during growth periods in order to sustain steady service levels.

The General Fund's current predictions indicate that its balances are still robust. In compliance with its financial rules, the County is dedicated to keeping its fund balance at a level greater than 25% of its current operating revenues. The County's projected general fund receipts and expenses through FY2027 are shown in the following chart.

Something to think about in Greenville County. Emergency Medical Services Revenue
for Emergency Services is projected to be $17.39 million by FY2024 and $17.74 million by FY2025. EMS revenue increased substantially in FY2023, due to the County adoption of the national fee schedule, which was an increase from the County's previous fee schedule. The County also experienced another substantial increase in revenue in FY2025 due to contracting certain billing services with a management and consultant firm. Projections for the future are based on the current fee schedule and billing services.

Yesterday, the drought status has been upgraded. I have not heard from our farmers around Greenville however. Dryland corn is suffering. According to the latest USDA NASS Crop Progress report, Lowcountry corn was mostly burned up and P*e Dee corn was tasseling early. The drought has delayed soybean sowing and harmed cattle. Summer grass production has ended, therefore cow farmers feed hay. The U.S. Farm Service Agency in South Carolina said that many counties had lost more than 50% of their maize crop due to the drought. Farm Programs Chief Linda Williams warned the 2024 cotton, soybean, and peanut crops may suffer if many places don't get rain in the next few weeks. Livestock producers face comparable issues. Due to poor pasture conditions, many have started feeding hay in June and worry about having enough for winter.

Today, Greenville County Finance Committee heard from the arena districts request for 70 million for repairs and upgrades to Bon Secours Wellness Arena. I have included the map of the special purpose district where the General Bond request will be implemented from local millage. We in southern Greenville are not in this special district. Rep. Bannister (Greenville) has promised 5 million earmarked in the 2025 state budget for the project.

I will say, I was shocked how well and competitive Greenville is with venues with other cities such as Los Angelas and Houston. Augusta Georgia is breaking ground on a new venue soon or has already started. Competition continues to grow in the southeast for the arena. They are asking for:
Bigger back rooms/space for stars and teams.
Better crowd control in the concourse.
Space away from the interstate.
Seat comfort/VIP upgrades
Waste/freight elevator. (They do not have one).
The roof replacement is almost complete.

A few other whispers today with NCAA and other conferences (SEC, SOCON, SUN BELT) would look elsewhere with upgrades.
The arena claims to have injected over $100+ million annually into the local economy with the SEC, NCAA, Stevie Nicks, and Zach Bryan. I have included a few links to official sources to Greenville County for additional readings and PowerPoints in the comments.

Happy Independence Day everyone! Today, as my family and friends gather by the pool and grill reflecting the sacrifices our ancestors made to create this great country will not be in vain. I hope those that paid the ultimate price would tell me that I have earned the life of the sacrificed of one for freedom. With increase devotion to the cause.
