Simi Valley Adopts $283 Million Budget and Five-Year Capital Improvement Plan for Fiscal Year 2026-27
Simi Valley, Calif. – At its June 8, 2026, meeting, the Simi Valley City Council adopted the City’s Annual Operating Budget for Fiscal Year (FY) 2026-27, along with a five-year Capital Improvement Program (CIP). The $283 million adopted plan advances the City Council’s Focus Area Goals through investments in public safety, infrastructure, workforce excellence, and community services that help maintain Simi Valley’s high quality of life.
The FY 2026-27 budget supports strategic investments in the City workforce while preserving the strong financial foundation that allows Simi Valley to meet both current and future community needs. The City’s careful financial planning is supported by strong reserve levels and a AAA credit rating, reinforcing its longstanding reputation for fiscal discipline and stability.
“This budget reflects a disciplined approach to managing the City’s resources while continuing to invest in the services and infrastructure our community depends on every day,” said Mayor Dee Dee Cavanaugh. “From public safety and road improvements to economic development, water infrastructure, and technology, this plan focuses on maintaining essential services, supporting a strong local economy, and making strategic investments that keep Simi Valley financially strong and well-positioned for the future.”
For decades, Simi Valley has embraced a conservative approach that allows the City to manage economic uncertainty, safeguard essential services, and make lasting investments in community priorities. The adoption of this year’s budget continues the City’s tradition of structurally balanced financial planning.
At the center of the budget is the $100.4 million General Fund, which pays for many of the City’s day-to-day services, including police, emergency response, senior services, and administrative operations. This year’s budget also includes nearly $900,000 in technology, services, resources, and capital equipment to support officer safety, emergency response, crime prevention, and service delivery.
The budget was developed using conservative revenue projections that account for ongoing economic uncertainty and moderating revenue growth. A projected $10.75 million surplus from the previous fiscal year, driven largely by one-time revenues such as investment earnings and State cost recovery efforts, will be reinvested in infrastructure, equipment replacement, and other one-time projects that strengthen operational readiness. None of the surplus is allocated for ongoing expenses.
The FY 2026-27 Capital Improvement Program invests $27.8 million in infrastructure projects that improve public facilities, maintain critical utilities, and support long-term community needs. This includes more than $6 million dedicated to streets and roads projects to improve safety, traffic flow, and road conditions across the City. It also includes $21.4 million for essential water and sewer infrastructure upgrades, including the demolition and replacement of three pump stations at Box Canyon, upgrades to nearly five miles of sewer lines, and repairs to aging water pipelines. Additional improvements at the Water Quality Control Plant will modernize critical equipment to keep digesters properly mixed and heated, ensuring wastewater is treated safely, efficiently, and reliably.
