UPDATE: Suspect in Deadly Officer Involved Shooting Killed, Fallen TCSO Deputy Identified

Sheriff Boudreaux has identified the TCSO Deputy shot and killed this morning during an Officer Involved Shooting in Porterville as 35-year-old Randy Hoppert, a six-year-veteran of the Tulare County Sheriff’s Office.

Around 10:20 a.m. on 4/9/26, TCSO Deputies were in the area Newcomb and Grand in Porterville serving an eviction notice, when 59-year-old David Morales opened fire on them, hitting Deputy Hoppert.

Deputy Hoppert was rushed to a local hospital, where we are heartbroken to confirm, he passed away.

Shortly before 6 p.m. tonight, Sheriff Boudreaux also announced that the suspect, David Morales, was run over and killed by Deputies driving the Kern County Sheriff’s Office SWAT vehicle.

Sheriff Boudreaux, and all of us at the Tulare County Sheriff’s Office, are shocked and deeply saddened by today’s tragic events. We ask that you keep our Deputy’s grieving family in your prayers.

We are excited to announce the City of Signal Hill Employee of the Year is Corporal Bridges! Corporal Bridges has been with the Signal Hill Police Department since 2015. He was previously assigned to the Traffic Bureau as a traffic investigator in 2018 and was promoted to Corporal in 2020. Corporal Bridges also serves as a Field Training Officer. Corporal Bridges has been praised for creating positive relationships within the community and his work ethic and teamwork in the department. Congratulations Corporal Bridges!

Congratulations to Emergency Management Coordinator Rebecca Lopez for being recognized as the police department’s Employee of the Quarter! Rebecca worked with the Los Angeles County Fire Department for the successful return of the CERT program. Rebecca has also worked meticulously to update the city’s Emergency Operation Plan and Hazard Mitigation Plan.

Today we honor and remember Wayne Byerley, who served as Chief of Police for the Signal Hill Police Department. We lost Wayne one year ago today. Wayne dedicated over 33 years of service, serving with the Orange County Sheriff’s Department, Los Alamitos Police Department, and Signal Hill Police Department.

We remember Wayne for his leadership and commitment to our community.
