I’m grateful to Shreveport Funeral Home for taking the time to highlight my journey and years of service in law enforcement.

During Black History Month especially, I’m reminded that every opportunity I’ve had to serve this parish is built on the shoulders of those who came before me and opened doors that weren’t always open.

Thank you for the support and for recognizing the work we continue to do together for Caddo Parish.

📺 Some leaders earn their place through titles. Others earn it through the lives they touch and the communities they lift. For Shreveport and Caddo Parish, Sheriff Henry L. Whitehorn Sr. represents the rare combination of both — a man whose journey from the United States Air Force to becoming the first Black Sheriff in Caddo Parish history is a testament to service, strength, and unshakable commitment. 🇺🇸🔥

With over 40 years in law enforcement, Sheriff Whitehorn’s career is a story of discipline, steady leadership, and deep devotion to the people of Caddo Parish. 🙌🏽💙

A FOUNDATION BUILT IN DUTY 🇺🇸

Whitehorn’s service began in the United States Air Force (1973–1977), where he developed the discipline, structure, and responsibility that would guide the rest of his career. After serving in the military, he joined the St. Louis Metropolitan Police Department before returning home to Louisiana to continue serving the community he loved. ✈️🫡

A RISE THROUGH THE LOUISIANA STATE POLICE 🚔⭐️

In 1978, Whitehorn joined the Louisiana State Police, beginning a nearly 30-year journey through the ranks. His remarkable progression included:
• Trooper
• Sergeant
• Lieutenant
• Captain
• Major
• Lieutenant Colonel
• Superintendent of the Louisiana State Police
• Deputy Secretary of Public Safety Services

This leadership climb — from the highway to the highest levels of the agency — is rare and speaks to decades of earned trust and proven excellence. 💼🔥

SHREVEPORT’S CHIEF OF POLICE 🏙️💙

From August 2007 to July 2010, Whitehorn led the Shreveport Police Department as Chief of Police. Residents and officers alike remember his calm, fair, and steady presence — a leader who listened, engaged, and built bridges during challenging times.

UNITED STATES MARSHAL — FEDERAL LEADERSHIP 🇺🇸⚖️

In 2010, Whitehorn was nominated by President Barack Obama and unanimously confirmed by the U.S. Senate as the United States Marshal for the Western District of Louisiana.

During his federal service, he oversaw:
• Fugitive operations
• Judicial & courthouse security
• Multi-agency investigations
• Federal task force coordination

He retired from the U.S. Marshals Service on January 31, 2020, closing a decade of honorable federal leadership. 🛡️🏛️

A HISTORY-MAKING SHERIFF FOR CADDO PARISH 🤝🏆

On March 23, 2024, Henry Whitehorn was elected Sheriff of Caddo Parish and sworn in on July 1, 2024 — making history as the first Black Sheriff ever elected in the parish. A groundbreaking moment for Caddo Parish and the entire region. 🌟✊🏽

As Sheriff, he leads with the full depth of his experience, shaping a modern, community-focused department with priorities that include:
• Youth outreach & prevention programs 👦🏾📚
• Community policing & transparency 🤝🚔
• Modern recruitment & training 📝✨
• Partnerships with schools, churches & neighborhoods 🏫⛪️🏘️
• Building trust through visibility & communication 💬❤️

• M.S. in Criminal Justice — Grambling State University
• FBI National Academy Graduate (170th Session)
• FBI National Executive Institute Graduate (28th Session)
• Leadership coursework at the Harvard Kennedy School

These credentials place him among the most highly trained law-enforcement executives in the state. 📚🔥

A LEGACY STILL BEING WRITTEN ✍🏽🔥

Through every badge, every uniform, every responsibility, Sheriff Henry L. Whitehorn Sr. has remained grounded in one belief:
public safety begins with public trust.

A lesson he carries into every decision, every program, and every interaction.

In his own words:

“We have to build stronger relationships with the community. We can’t police effectively without trust.” 🤝💬

This philosophy guides his leadership today — steady, humble, committed, and rooted in service.

Caddo Parish, there’s a new Sheriff in town!

Thank you for going to the polls and letting your voices be heard. You all showed up in numbers, and because of your relentlessness, we were able to secure this victory.

If you didn’t vote for me, that’s ok. I will be the Sheriff for all of Caddo Parish.

I am committed to being tough on crime but fair, and I can assure you that I will not be releasing hundreds of people from jail to address overcrowding in Caddo Correctional Center. My solution for this problem includes working with state and federal agencies to reduce the number of inmates and implementing the work release program again, which will only be available to those persons who have not committed violent or s*x crimes.

I also believe in working to get ahead of crime before it happens, which is why I am committed to partnering with organizations to create parish-wide intervention and prevention programs that are geared towards keeping our youth out of trouble.

Now that this race is finally over, the real work begins.
It's been a long time coming, but change is now here! We will work together to prevent crime, and I look forward to serving as your Sheriff of Caddo Parish!

Signed,
Sheriff-Elect Henry L. Whitehorn
