October is and we're excited to celebrate the power of resident-owned cooperatives, which provide lower-income Oregonians across the state housing security and the opportunity to govern their own communities democratically.

Since our inception, we have helped transition 28 manufactured home parks to this model. But what is a resident-owned co-op and how does this model help transform communities?

Our friends at Two Rivers Co-op, a 55+ community in Gladstone, help answer this question and illuminate the benefits of living in a resident-owned cooperative.

CASA of Oregon is for a Real Estate Development Department Program Manager!

The Real Estate Development Program Manager is responsible for the development of multi-family housing, single-family housing, and community facility projects, and helps determine the course of CASA’s development program.

Last year, our Real Estate Development Department began construction on 300 units of affordable housing for lower-income residents. This week, we’re joining close to 250 NeighborWorks America network organizations to celebrate !

We work across the state to provide underserved communities, including farmworkers and veterans, with quality, affordable and secure housing options. Veterans like Shirley, who lives in Applegate Landing, an affordable housing complex for veterans developed by CASA of Oregon:

“I served our country for nearly two years. While in the navy, I was sexually assaulted and became pregnant. I received an honorable discharge as you couldn’t be pregnant and serve in those days—I would have probably stayed if that didn't happen.

“I married, and my husband and I lived in Portland, then Alaska where I worked as a property manager. After seven years, we came back to Oregon, and I continued working as a property manager while raising our two sons. I retired in 2018 at the age of 79 and bought an RV–my husband had passed on, and I was alone and couldn’t afford rent. But living in an RV was too isolating. So, my sister-in-law found this apartment in Applegate for veterans here in Lebanon, and I moved in.

“I am very safe and comfortable here. I have a one bedroom that I can afford on my Social Security. I am near my doctors and everything I need. I am able to manage my rent, which is important as I am a diabetic and have medical costs each month that are significant.

“We have a lot of people on the street, many of whom are veterans, and we need to get them housed. They served their country, but a lot of people have nothing when they come home from service. We need to take care of them—we need to get these people off the streets.”—Shirley Seits

One way we are empowering communities for success is by transforming manufactured housing parks into resident-owned communities.
This resident-cooperative model is a nationally-recognized solution that creates permanent, stable, affordable housing for thousands of veterans, farmworkers, elderly populations, rural residents, and other low-income populations across our state.

Resident-owned cooperatives ensure lower lot rents that the residents themselves control, leaving them more income for home repairs, health care and education, and, thus, promote general well being.

NeighborWorks America has more than 46 years of impact. Chartered by Congress in 1978, NeighborWorks America supports nearly 250 network organizations through grants, training and partnerships that create safe, affordable housing and promote community well-being.

We are grateful to be part of the NeighborWorks America team, working to expand access to safe, affordable and stable housing in order to build strong communities.

Last week, Neighborhood Partnerships led an advocacy day to spur political will for Individual Development Accounts, or IDAs. IDAs provide matched savings programs for low-income individuals so they can attend higher education, start a small business, buy a home and more— they are a way to help marginalized groups save for their dreams, build generational wealth, and control their destinies.

About 100 IDA enthusiasts from throughout the state, including CASA staff, joined the advocacy day, called “Fix the Funding.” We met with legislators, including Rep. Travis E. Nelson, and made our voices heard!

It was a wonderful day and we are grateful for the opportunity to administer life-changing IDAs as an important part of our work.
