We have sent our form 11's out. This is NOT a bill. It is saying what your property is assessed at. We do mass assessment. We take all the sales in your neighborhood from 2018 and 2019 and find the medium value per square foot. Then we apply it to your square footage. Sales have been going pretty well in most areas. If you feel like yours is incorrect you may appeal. You can find the form on the DLGF website.

Anne Thurston, Shelby County Assessor is announcing the rules for submitting Personal Property Forms effective immediately.
Due to the Covid-19 pandemic, my office will only accept personal property filings by mail, email, telephone or by appointment only. If you have had no changes from last year, the easiest way to file is over the phone.
This is for their good and safety. And for my office staff also. We are trying to abide by the Presidents orders to keep distance. This virus is extremely contagious and a major threat to certain group of people.
Keep in mind the Business and Farm Personal Property Forms are due either in the office or postmarked by May 15th. Forms may be obtained online at www.in.gov/dlgf/4971.htm or by emailing [email protected]. You may also call 317-392-6305 to have the forms mailed to you.
Thank you for your patience and understanding
Be smart and wash your hands.

The Form 11’s are going out on April 6th. This (Form 11) is a notice of change of assessment. This notice is for tax year 2018 payable 2019. I cannot tell you what the taxes are for that year because the tax rate has not been established at this time. When this notice is sent out, you have a total of 45 days to appeal your assessment. Once the 45 days have expired the values are certified and there is nothing we can do for that year. When they are certified, then I send the assessed values to the Auditor. The Auditor then applies a tax rate and forwards it to the Treasurer to send out the Tax Bills. The entire process takes a year to do. I do not want you to be confused about the tax bill and the assessment notice. The notice will be coming in the mail with a pink line across the envelope. If you have any questions, please call the office. Our hours are Monday through Thursday 7am to 5pm. 317-392-6305
