Multi-Purpose Community Action Agency (MPCAA) empowers low-income families and older adults to achieve economic stability and independence through innovative programs, partnerships, and support services. Multi-Purpose Community Action Agency (MPCAA) is one of 23 community action programs in the state of Kentucky, serving the core counties of Bullitt, Shelby and Spencer. Community Action Agencies w

ork on behalf of individuals and families to help them improve their daily living situations and to stabilize the family unit. Community Action is about real people: the individuals who volunteer time and money; the individuals and families who find a road out of poverty into self-sufficiency; and the agencies themselves whose dedicated staff encourage and inspire. Multi-Purpose Community Action Agency provides a variety of services to clients over 60 years of age, to low-income clients and to at-risk families. MPCAA is incorporated as a private nonprofit 501(c)(3) agency and is governed by a volunteer board of directors. The agency has been providing services for more than 35 years and continuously strives to identify needs of the community and to develop services to meet those needs. Through our various program services we promote self-sufficiency and independent living, helping our customers to achieve their own success by focusing on the positive aspects of their lives.

⚠️ Shelby County Residents ⚠️

Multi-Purpose Community Action Agency currently has funding available to assist eligible households in Shelby County with their Atmos Energy bills.

If you or someone you know is struggling to keep up with utility costs, we encourage you to reach out and see if you qualify for assistance. Funding is limited and available on a first-come, first-served basis.

I CAN live in comfort because of Community Action.

A homeowner in Shelby County was struggling to keep their all‑electric home comfortable and affordable. High energy bills and uneven temperatures made colder months especially difficult, creating ongoing stress and uncertainty.

Through Multi‑Purpose Community Action’s Weatherization Program, the home received critical energy‑efficiency upgrades designed to improve comfort and reduce costs. The outdated heating system was replaced with a high‑efficiency heat pump, and crews added insulation in the attic and walls to help the home retain heat in the winter and stay cooler in the summer.

Technicians also completed comprehensive air sealing to reduce drafts and prevent conditioned air from escaping. Energy‑efficient lighting was installed throughout the home to further reduce electricity use.

Together, these improvements made an immediate and noticeable difference. The homeowner now experiences more consistent temperatures in every room and can expect lower monthly utility costs moving forward.

This story reflects how Community Action helps households create safer, healthier, and more energy‑efficient homes.
