Labor Day Speeding Stop Leads to OWI and Felony Drug Arrests

Clark County, Indiana — A traffic stop for speeding during Labor Day patrols on Interstate 65 Monday morning resulted in the arrest of two men on felony drug charges.

On Sept. 7, 2026, Trooper Devin Hopkins stopped a Chevrolet Silverado traveling northbound near the four-mile marker for traveling 76 mph in a 65 mph zone. Trooper Hopkins observed signs of impairment in the driver. The subsequent investigation uncovered suspected co***ne, controlled substances and drug paraphernalia.

As a result of the investigation, Columbo Allen, 41, of Fishers, and Jovan Joyner, 40, of Greenfield, were arrested for:
• Possession of co***ne, a Level 4 felony.
• Possession of a controlled substance, a Class A misdemeanor.
• Possession of paraphernalia, a Class C misdemeanor.
Allen was also arrested for OWI per se, a Class C misdemeanor, and OWI endangerment, a Class A misdemeanor.

Both men were transported to the Clark County Jail.

“All subjects are presumed innocent until and unless proven guilty in court.”
