Cost studies from multiple cities have found supportive housing costs less than the combination of emergency room visits, ambulance transport, police interactions, and jail time.

Housing-first models — providing stable housing without preconditions — show strong retention outcomes and cost offsets.

The objection is usually moral rather than fiscal: the sense that housing should be earned.

So we pay a premium to satisfy that intuition, and the premium is enormous and recurring.

Every year of delay costs money we're already spending, just less effectively and on people doing worse.
