We are collaborating with partners throughout the region to increase capacity through a variety of shelter options. In 2026 so far, we are funding and administering the site openings of Tiny Home Villages (THVs), non-congregate shelter beds, increased service capacity, and more. While the HUD FY 2026 Notice of Funding Opportunity (NOFO) will likely not be posted until later this month, KCRHA is releasing a Request for Information (RFI) that helps us as a community prepare. In the RFI, we are looking for responses from agencies providing homelessness services while collaborating across systems such as medical or behavioral health care, substance use disorder treatment, workforce reentry and development, rehabilitation services, and more. When Dr. Kelly Kinnison joined KCRHA as CEO in 2024, she identified the need for a clearer and independent understanding of the agency's financial systems. She requested a forensic audit to bring transparency and establish a clear understanding of where improvements are needed. The audit findings (focusing on April 2021 – July 2025) identified significant weaknesses in financial systems, internal controls, and reporting practices during that time. These are serious issues we must address, and we are acting with urgency to do so. We are excited to highlight a Tiny Home Village (THV) opening in our area serving a population who are not typically residents of tiny homes: families with children. This site in Tukwila will be hosted by Church By the Side of the Road, operated by the Low Income Housing Institute and co-administered by KCRHA & the City of Tukwila - Government. It will provide 40 units of Sound Foundations NW -built tiny homes and will be a critical step forward in diversifying our region’s homelessness solutions. KCRHA is currently seeking community members to serve in specific seats on the Continuum of Care (CoC) Board ahead of the July 1, 2026 term expirations. The roles we’re currently recruiting for include: persons with a former or current experience of homelessness, at least 1 locally elected public official, at least 1 representative of law enforcement or public safety, at least 1 representative of local public funder that funds the CoC, and representatives of the local homelessness service provider community.

This week King County Executive Zahilay held a press conference to announce an executive order to boost affordable housing and shelter options, as well as integrate behavioral health services. KCRHA CEO Kelly Kinnison was in attendance to show our support. We look forward to working with Executive Zahilay and other government and organizational partners to execute the next steps. During the 60-day 2026 Washington state legislative session, KCRHA worked with key partners to educate legislators on our funding priorities, including outlining how recent policy changes from the U.S. Department Housing and Urban Development (HUD) could impact Washington’s homeless programs & services. And in late March, Governor Ferguson signed legislation that will enable us to advance an effective, unified, and regional response to homelessness for King County.
