This week, during National Public Works Week, I want to recognize the men and women who are truly the boots on the ground for our city every single day.

To our Public Works team — thank you for being the real heroes of local government. While many only see the finished product, I see the dedication, determination, compassion, integrity, commitment, and selflessness it takes to serve our community day in and day out.

You are out there digging ditches, improving drainage, fixing potholes and signs, installing services, maintaining the beauty and aesthetics of our city, and answering the call no matter the weather, the hour, or the challenge. Every. Single. Day.

And to those who are quick to criticize — we respect your passion for our community as well — but real progress is made by hardworking people willing to roll up their sleeves and do the work.

We are blessed to have a team that takes pride in serving this city with grit, heart, and humility.

From the bottom of my heart, thank you. I love you all, and our city deeply appreciates everything you do for our community.

April 2026 Mayor’s Report

🛣️ Dulles Road overlay has been completed. A historic overlay project timeline of only 5 days. A special thanks to Engineer Chad Roussel and Glen Lege for their professionalism and due diligence. Striping is scheduled for next week.

🚧 South Frontage road construction is completed. Striping and shoulder work has been addressed, and the road is safe to travel. A special thanks to Grooms Engineering and Elliott Construction for their work and for getting this reconstruction project completed within 45 days.

🚰🚽 Wastewater Treatment Plant
• Project Phasing and Schedule:
- Program Completion: Complete
- Schematic Design: Complete
- Design Development: Complete
- Construction Documents: 9/2025 – 6/2026
• Property Acquisitions:
- 6/24/25 – Fenstermaker met with Mike Cope to begin property acquisitions. Abstracts for both properties have been ordered.
- 11/18/25 – Met with Jay Caldwell
- 11/20/25 – Met with Lynn Porrier
- 11/21/25 – Followed up with Mike on status of abstracts and to summarize meetings with landowners.
- 1/8/2026 – Fenstermaker fully executed Work Order #3 for Cope Associates, LLC
• Geotechnical investigation:
- Geotechnical Report is complete and submitted as part of Design Development.
• Atmos:
- 7/22/25 - Fenstermaker received cost for gas line relocation ~$450,000.
- 9/15/25 – Fenstermaker and city met with Atmos to discuss reducing relocation costs and timing for relocation.
• Project cost:
- Project costs have been updated for each phase submittal.
- Fenstermaker is unsure how the recent tariffs will affect the final est. project cost.
- Design Development Phase:

• Boundary survey and plats:
- Pending advancements in property acquisitions.
• DEQ Loan:
- 11/3/25 – City received the CWSRF commitment letter.

- Fenstermaker continues to work on loan application documents.

🛐📿 Our 35th National Day of Prayer event was held on Thursday May 7th. We are grateful for all the blessings the City of Scott has, and we share in fellowship with our community in promoting prayer, hope, unity, and love to all. Special thanks to Jumelage, our National Day of Prayer committee, the cooks, our local prayer leaders, our community leaders, our public works staff, and our administration for their efforts in making this event a memorable one. • Project includes milling and overlay of St. Mary Street to improve pavement conditions along a key downtown corridor.
4/6/26 – MPO informed City of funding for one of the submitted projects. City chose to prioritize St. Mary St. Overlay. MPO notified City funding will likely be available in FY 2029-2030.

🌉🌁 Federal Appropriations Requests – FY 2027 (Sen. Cassidy)
3/31/26 – Submitted FY 2027 appropriations requests for LA 93 Overpass Widening under the following programs:
• Bridge Investment Program (BIP)
• Rebuilding American Infrastructure with Sustainability and Equity (RAISE)
The project proposes widening the LA 93 overpass to increase capacity, improve safety, and eliminate an existing bottleneck along a key corridor connecting to Interstate 10.

🏞️ Westward Heights – L8C Regional Detention
o 12/18/25 – Received RFI from Zach Gibbons. The RFI is requesting the removal of the previously constructed pond (Provost Pond) from the H&H Report and BCA. Due by 1/19/2026.
o 1/14/26 – Bonnie requested an extension on the RFI response, and it was granted. The RFI was due by 1/31/26.
o 1/29/26 – Fenstermaker emailed RFI response to QES.
o 2/3/26 – Zach (QES) forwarded the response to Candyce (GOHSEP).
o 3/5/26 – Followed up with Zach by email for update.
o 4/9/26 – Zach followed up with Charlene on status of Phase 2 approval.
o No update from FEMA or QES this month. See BRIC section for potential new funding.

Ile des Cannes LOMR (Fenetre Rd. to Blazer Dr.)

o Study 1 (OST to Fenetre)
9/29/25 - Fenstermaker sent a tech memo to LCG stating the results of Study 1 and 2, so LCG can decide how they want to proceed.
12/15/25 - Fenstermaker received comments on the tech memo from LCG.
Revisions were made to the tech memo, including additional analysis combining all studies to evaluate impacts from Study 2.
3/6/26 – Revised summary report submitted to LCG for review.
3/24/26 – Followed up with LCG (Jessica) regarding status of review.
4/27/26 – Received update from LCG that they have not read the memo but will try to get to it this week.

o Study 2 (Fenetre to Blazer)
No-Rise was not achievable. LCG is considering other options to utilize existing grant funding.
12/4/25 – According to Mayor and based on conversations he had with LCG this project is not happening. The mayor is planning on moving forward with cleaning this section of the channel.

o Study 3 (regional detention ponds)
On hold while LCG has the outfall structure designed and constructed. May end up being lumped with Study 2.
3/5/26 – LCG notified Fenstermaker that the outfall structure is currently under construction.
4/30/26 – Followed up with LCG on status of construction for inlet/outlet structure. No response was received.

o Study 4 (L8C)
Fenstermaker has completed the cost estimate to LOMR L8C but does not see enough benefit to warrant LOMR currently.

🚙🛣️ Eraste Landry Extension
• The city has $1,015,000 in Priority 1 State funding. This should be enough to get us through Final Plans and cover all estimated additional services costs (through Oct 2026). Additional funding needs to be secured for property acquisitions and construction.
• Construction is planned for 2028 unless property and additional funding are acquired sooner.
• Preliminary Plans:
o 2/12/26 – Internal QC of preliminary plans began.
o 3/20/26 – Second internal QC. Comments are being addressed.
o Ongoing – Continued development of intersection geometry, layout exhibits, and incorporation of drainage and design comments. Coordination with ITS regarding traffic modeling assumptions and future turning movement projections has been completed. Based on ITS recommendations, all proposed turn lanes will be needed in the future. Current design efforts are evaluating removal of select right-turn lanes with an estimated immediate cost savings of approximately $200,000; however, future construction costs to add these lanes back are anticipated to exceed $250,000. All required right-of-way is anticipated to be acquired at this time.
o Preliminary Plan submittal to City anticipated late May 2026 or early June 2026.
• Property Acquisition:
o 12/5/25 – Emailed Mayor cost estimate for property acquisition and project spending plan through 2028.
o No additional property acquisition activities this month.
• Geotechnical:
o 12/15/25 – Fenstermaker gave SITE Engineering a Notice to Proceed for geotechnical services.
o 4/30/26 – Final geotechnical report and pavement recommendations received from SITE Engineering.
• Environmental:
o 1/30/26 – Field work started for wetland delineation.
o 4/30/26 – Received final environmental reports from environmental team.
o Ongoing – Permit drawings are being developed to obtain required environmental permits.

LA 93 Roadway Improvements
• 10/31/25 – 30% Preliminary Plan submittal sent to DOTD for review.
• 12/8/25 – 30% Preliminary Plan comments received from DOTD.
• 4/24/26 – Received concurrence from LaDOTD on the proposed vertical alignment design approach for LA 93. In accordance with LaDOTD guidance and coordination discussions, the project team is advancing establishment of roadway vertical alignments throughout the corridor.
• Ongoing – Drainage design efforts are progressing, including inlet spacing, storm sewer systems, and open ditch conveyance to accommodate projected stormwater flows. Preliminary quantities are also being developed to support the Opinion of Probable Construction Cost.
• 60% Preliminary Plan submittal is anticipated in late June 2026.

🌉🚧 Delhomme Avenue Bridge Replacement and Overlay
• Delhomme Ave Bridge – Recall #200343
• Included in 2025-2026 budget (design and portion of construction).
• $1,200,000 cash included in HB2
• $2,500,000 in P5 from Oct. BCM
• Schematic Design:
o 2/12/25 - Fenstermaker presented three conceptual layouts to the city. Option 3 was chosen by Mayor (75-degree skew).
o 3/16/26 – Schematic design documents presented to City. Schematic Design phase is complete.
• Preliminary Plans:
o 3/16/26 – Project advanced to Preliminary Plan phase following schematic design presentation.
o Ongoing – Plan production is underway.
• Survey:
o Topographic survey completed.
o 4/17/26 – Fenstermaker gathered additional topo and performed boundary survey
• Geotechnical:
o 2/23/26 – Fenstermaker sent SITE Engineering a Notice to Proceed for geotechnical services
o 5/6/26 - SITE Engineering submitted preliminary geotechnical report plans to submit final report by 5/15/26.
• Utility / Landowner Coordination:
o Main utility conflicts as of now are overhead power lines and underground gas line/s.
o Ongoing – Utility coordination, outreach to affected landowners and utility companies.

🌊🐟 Mills Street Detention Pond
• 2/10/26 – Monthly meeting w/ OCD. LMI Household Survey required to apply for waiver.
• 3/4/26 - Fenstermaker has finished survey efforts and has started working on implementing survey data into the hydraulic model.
• 3/10/26 – Monthly meeting with OCD; new project manager assigned (Chrystal Daphne).
• Task Order 004 – Geotechnical is pending additional coordination with geotechnical subconsultant.
• 4/6/26 - H&H study submitted for initial review.
• 4/29/26 – Received and started addressing comments from initial review.
• 5/6/26 – H&H review comments were addressed and resubmitted to AECOM for review.
• Ongoing – Working to complete application materials and evaluate LMI impacts.
• Geotechnical:
o Discuss cost proposal for geotechnical work v. contract amount.

🔋🚰 Apollo Utilities Phase 2
• 2/13/26: Fenstermaker started combining the two set of plans (one for Apollo Road Utilities Phase 2 and another for Apollo Road Utilities – Meter Box and Waterline Extension) to bid out as one project.
• 3/20/26 – Final construction documents submitted to FP&C for review and issuance of a letter of no objection to bid.
• 4/9/26 – Received review comments and No Objection to Bid from FP&C
• 4/9/26 – The city emailed the Notice to Bidders for publication and advertisement on the following dates: 4/15, 4/22, and 4/29.
• 5/7/26 – Pre-bid meeting held at city hall at 2:00pm.
• Bids are due on May 13, 2026.

🚶‍♂️🚶‍♀️St. Mary Sidewalks
• 12/26/25 – Fenstermaker submitted 100% preliminary plans to DOTD.
• 3/23/26 – Received 100% Preliminary Plan review comments from DOTD.
• The project team is addressing comments and targeting submittal of 95% Final Plans to DOTD by the end of May 2026. Coordination with utility companies, the railroad, and right-of-way acquisition efforts are ongoing.
• Property Acquisition:
o The project will require servitude or right of way acquisition from 14 landowners. The estimate cost for the property, appraisals and survey plats is $100K.

🏟️🥎🏀Sports Complex Expansion
• 2/2/26 – Fenstermaker, LAND and ASD met to discuss master planning efforts. ASD to utilize allotted space for BMX planning.
• 2/25/26 – Received BMX track layout from ASD.
• 3/5/26 – LAND provided comment to ASD regarding the starting hill location.
• 3/20/26 – Met with ASD and LAND to discuss BMX track layout and coordinate on design considerations. Emailed planning team action items from meeting.
• 4/1/26 – Followed up with design team on CAD file of BMX layout (major action item). ASD provided requested files of BMX layout.
• 4/2/26 – Followed up with Micael Cullen to confirm receipt of BMX layout and discuss next steps.
4/27/26 – Followed up with Michael Cullen by phone and email on status of master planning efforts.

To all the incredible moms in Scott and beyond, especially our First Lady, my mother and mother in law, Happy Mother’s Day.

Today, we honor the strength, sacrifice, and unconditional love that define motherhood. You are the backbone of our families and the heartbeat of our community. The work you do—often unseen and uncelebrated—shapes the next generation and strengthens the future of our city.

Whether you’re raising children, guiding them, supporting them, or loving them from afar, your impact is immeasurable.

On behalf of the City of Scott, thank you for all that you are and all that you give.

May today bring you the appreciation, joy, and love you so deeply deserve.

Yesterday, we celebrated our 35th National Day of Prayer event in the City of Scott.

We extend our heartfelt gratitude to:
Bishop Sinegal and At The Cross Christian Center
Pastor Howell and First Pentecostal Church of Scott
Pastor Bobby Richard and One Church Acadiana
Pastor Brandon Miller and Family Life Church Lafayette
Deacon Sinegal and St. Martin de Porres for their faith, leadership, and presence.

Thank you as well to our National Day of Prayer Committee, our Jumelage partners, the dedicated cooks, generous sponsors, our Public Works team, and every citizen who participated in making this 35th National Day of Prayer a meaningful and unifying event for our community.

I will leave you with the prayer I led our community with:

Today, as Mayor of Scott, I stand before you not as a Republican or Democrat… not divided by titles, opinions, or differences… but as a servant of this community and as an American calling our people back to faith, unity, and purpose.

This National Day of Prayer is not just another event on the calendar. It is a moment to reset our hearts.

Because somewhere along the way, our nation became too comfortable tearing each other down instead of lifting each other up. Too comfortable with outrage instead of understanding. Too comfortable speaking at one another instead of praying for one another.

But today, we declare something different.

Today, we declare that hate will not define us.
Division will not defeat us.
Fear will not control us.

We are stronger when we stand together.
Stronger when we pray together.
Stronger when we remember that God created us not to live as enemies — but as neighbors.

In Scott, we know who we are.
We are people of faith.
People of hard work.
People who show up for each other when times get hard.
People who still believe character matters, service matters, family matters, and God matters.

And in a world filled with noise, confusion, and chaos, prayer is still powerful.
Prayer still heals.
Prayer still restores.
Prayer still changes hearts.
And prayer still changes nations.

So today, let this gathering be more than words. Let it be a call to lead better, love harder, forgive quicker, and unite stronger.

I leave you with this prayer:

Heavenly Father,
We come before You today humbled by Your grace and strengthened by Your presence.
We ask You to place Your hand upon this city, upon this nation, and upon every family represented here today.

Heal the division in our land.
Calm the anger in our hearts.
Replace hatred with compassion and bitterness with understanding.

Lord, raise up leaders with courage.
Raise up citizens with integrity.
Raise up communities that choose unity over chaos and hope over fear.

Bless our police officers, firefighters, teachers, healthcare workers, military members, clergy, and every person who serves others before themselves.

Protect the City of Scott.
Protect the State of Louisiana.
Protect the United States of America.

Let this city continue to shine as a beacon of faith, strength, and unity.

Water is not just a service—it is the lifeline of our community. It protects public health, supports our families and businesses, and keeps Scott moving forward every single day.

The City of Scott is proud to receive our latest water grade score from the Louisiana Department of Health, a reflection of a system that is not only functioning—but being protected, maintained, and strengthened for the future.

This doesn’t happen by accident. It takes constant vigilance, investment, and a team that refuses to cut corners.

To our Public Works team: you are the guardians of one of our most critical assets. From routine maintenance to emergency response, from long days to late nights—you ensure that every drop meets the standard our people deserve.

Because of you, our water is safe. Because of you, our system is strong. And because of you, Scott continues to grow with confidence.

Thank you for your grit, your discipline, and your commitment to excellence. Our community depends on it—and you deliver.

When is enough, enough?
How many more families have to get that call?
How many more young lives have to be taken before we say this is not who we are?

Today and this week, this hits painfully close to home.

Students from Ascension High School — kids with futures, families, friends, and dreams — are now part of a tragedy that should have never happened. This is not distant. This is not someone else’s problem. This is ours.

And this week, we also lost a high school senior from Acadiana High School to violence. One of our own. A life cut short far too soon. A family now grieving. A community shaken.

The City of Scott mourns with all of those affected by these senseless tragedies. We grieve with every family carrying a pain no parent should ever know, no friend should ever have to process.

This is more than heartbreak — this is a call to change. A call to value life again. A call to protect what matters most.

We stand in prayer, but we also stand in unity — committed to being better, doing better, and demanding better for our children and our communities.

To our first responders — police, fire, doctors, nurses, and EMS — thank you for your courage in the face of chaos. You are the steady hands in moments that shake us to our core.

Hold your kids a little tighter tonight. Tell them you love them. Tomorrow is never promised.

Scott stands with all of those affected. And we will not look away.
