We provide training and technical assistance for these utilities and advocate with federal, state, and local officials on their behalf. The West Virginia Rural Water Association (WVRWA) was created in 1985 to provide technical assistance and training to the small water systems of West Virginia. Our programs consist of a wastewater program, and three water circuit rider programs. In 1998, a trainin

g specialist joined the WVRWA staff through what is now known as the Hours for Education and Learning Program (H.E.L.P.). WVRWA now has ten professionals working in the field providing on-site assistance to small public water and wastewater systems and non-community water systems. In addition to the field staff, our office is staffed with an executive director, bookkeeper, secretary/receptionist, and an information technology specialist. WVRWA is an association of small public water and wastewater systems from throughout the state. The membership is comprised of several categories: Voting Members (public service districts and municipalities); Affiliate Members (private companies); Individual Members (people who, as individuals, support the goals of WVRWA); and three levels of Associate Members (companies who support WVRWA at various financial levels). Funding for the organization comes from Association dues, grants from Rural Utilities Services for the Water Circuit Rider and Wastewater Programs, West Virginia Bureau for Public Health for the H.E.L.P. And the WV DEP for a wastewater technical support program. Other services provided by WVRWA include the publication of a quarterly magazine, "Mountain State Water Line," that contains timely and helpful technical information for systems throughout the state. The Association also holds an Annual Technical Conference in the fall of each year that provides an opportunity for small systems personnel to meet and learn from professionals in the water and wastewater fields.

📣NRWA's PFAS Cost Recovery Program Update

Phase 2 of the settlement is now open for systems that tested after June 22, 2023. The deadline to register in the program to be eligible for the settlement is July 12, 2026.

Any public water system that has tested and found detections of ANY PFAS chemical, at any level, is eligible to receive an award from this settlement based on level of detection and maximum daily flows. This includes all 29 PFAS compounds included in the UCMR5 monitoring rule.

We encourage your system to register into the settlement to lessen the financial burden on your system and rate payers.

Full job description:
The City of Weston is seeking a dedicated and skilled Laborer with a Class A Commercial Driver’s License (CDL) to join our Wastewater Treatment team. Class 1, 2, or 3 Operator License is preferred. This position requires a strong work ethic, attention to detail, and a commitment to maintaining the safety and quality of our city’s infrastructure.


Key Responsibilities:
- Operate heavy vehicles and equipment, including a backhoe and other machinery related to street maintenance.
- Assist in maintaining and repairing streets, roads, and public infrastructure.
- Perform manual labor tasks such as lifting, digging, and moving materials.
- Collaborate with team members to ensure efficient completion of projects.
- Comply with safety regulations and maintain a clean and safe work environment.
- Emergency response activities as needed.


Qualifications:
- Valid Driver's license is required.
- Previous experience in a similar role or wastewater treatment is preferred.
- Ability to perform physical tasks and work in various weather conditions.
- Strong teamwork and communication skills.
- Knowledge of safety protocols is a plus.
Compensation:
- The compensation for this position is competitive, beginning at $17+ per hour, and will be based on the candidate's experience.
- Benefits package, including health insurance, retirement plans, and paid time off.

West Virginia Rural Water Association was proud to be part of the Construction & Design EXPO last week!

The week kicked off with an insightful Keynote Session: A Look Inside West Virginia’s Data Center Development, highlighting growth and opportunities across the state.

We were also honored to contribute with our session, “Apprenticeship: A Good Solution to the Growing Operator Shortage,” presented by Miranda Lough and Marybeth Altizer. This important discussion focused on building the next generation of skilled operators and strengthening our workforce for the future.

The City of Oak Hill was proud to welcome representatives from the West Virginia Rural Water Association for a special recognition.

Thank you to Miranda Lough, along with MaryBeth, for presenting Rodney with his U.S. Department of Labor Registered Apprenticeship Completion Certificate.

Rodney successfully completed his two-year apprenticeship program in wastewater operations and training — a significant achievement that supports the continued strength and reliability of Oak Hill’s utilities.

We also appreciate our City Manager, Cris Meadows for helping coordinate this presentation.
