We are aware of the rumors circulating around town claiming that the Police Department has been intentionally cutting off power in order to make arrests. I want to assure everyone that this information is completely false.

The power outages we are experiencing are related to issues within the Dominion Energy system. There is currently another outage affecting multiple counties today. The Scotland Neck Police Department has absolutely no involvement in these outages.

Our department would never intentionally cause residents to be without power or place the needs, safety, health, and well-being of our citizens and their families at risk. We understand how disruptive power outages can be, and we appreciate everyone’s patience as the utility company works to restore service.

Thank you for your attention to this matter and for helping us stop the spread of misinformation.

We are grateful for the strong partnership between the Scotland Neck Police Department and the Halifax County Sheriff’s Office. Over the past several weeks, we have received numerous complaints regarding violent crime, illegal narcotics, and firearm-related activity in our community. Through teamwork, communication, and a shared commitment to public safety, law enforcement agencies worked together to successfully remove several illegal fi****ms and dangerous narcotics from our streets.

We would like to extend our sincere appreciation to Sheriff Tyree Davis and the dedicated staff of the Halifax County Sheriff’s Office for their leadership, professionalism, and continued partnership. We are also thankful for the assistance provided by all of the agencies involved in this operation, to include our federal partners from the ATF and FBI.

The Scotland Neck Police Department remains committed to working alongside our law enforcement partners to address crime and improve the quality of life for our citizens. Together, we will continue making our community a safer place!

As we spent time with family and friends this weekend, we also paused to remember the brave men and women who made the ultimate sacrifice for our country and our freedom. Their courage and dedication will never be forgotten.

We hope everyone enjoyed their weekend, but most importantly, we encourage everyone to remember the true meaning of this holiday.

Today, Chief Holland and Captain Winstead attended the law enforcement memorial service in Jackson, NC. There were several law enforcement officers, family members of fallen officers, and community members in attendance. It was an honor and privilege to be present and recognize our two fallen Chiefs, Chief Dunn and Chief Moore.

The guest speaker for this event was Northampton County Sheriff Jack Smith, who delivered an inspirational message honoring those who made the ultimate sacrifice in service to their communities.

We would also like to extend a special thank you to the Northampton County Fraternal Order of Police (Lodge #47) for sponsoring this meaningful event.

On May 11, 2026, at approximately 4:30 PM, Sergeant Bobbitt conducted a traffic stop on US 258 near the southern end of the town limits for a speeding violation.

Upon approaching the vehicle, Sergeant Bobbitt made contact with the driver, Phillip Dilday, of Ahoskie, and detected the odor of illegal narcotics coming from inside the vehicle, which led to a probable cause search.

During the search, illegal narcotics were located on the passenger, Kashawn Joyner, 33, of Scotland Neck. Joyner was arrested and charged with the following offenses: Felony Trafficking of Fentanyl, Felony Possession With Intent to Sell or Deliver Fentanyl, Felony Possession With Intent to Sell or Deliver Ma*****na

Joyner was transported before a Halifax County Magistrate, where he was served with the criminal processes. He was issued a court date of July 23, 2026, and was then remanded to the Halifax County Detention Center.

Phillip Dilday was cited for the traffic violation, as well as Driving While License Revoked, and released.

The Scotland Neck Police Department remains committed to combating the sale and distribution of illegal narcotics within our town and will continue proactive enforcement efforts to help keep our community safe.

All individuals charged are presumed innocent until proven guilty in a court of law.

National Police Week was established in 1962 when President John F. Kennedy signed a proclamation designating May 15 as Peace Officers Memorial Day and the calendar week in which it falls as National Police Week. This week serves as a time for our nation to honor federal, state, and local officers who have lost their lives or been injured in the line of duty while protecting their communities.

As we recognize National Police Week, we will continue to honor and remember the sacrifices made by law enforcement officers across this country and especially those who gave everything in service to the Town of Scotland Neck.

During National Police Week, the Scotland Neck Police Department takes the time to honor and remember two brave law enforcement officers who made the ultimate sacrifice while serving the citizens of our town, which were Chief Andrew Moore and Chief Charles Dunn.

These men dedicated their lives to protecting the community of Scotland Neck, and their courage, commitment, and sacrifice will never be forgotten. Their service and dedication continue to inspire generations of law enforcement officers who proudly wear the badge today.
