Congratulations to coach Mike Gavin for being named to the National High School Coaches Association Hall of fame. Well deserved for the positive impact that Coach Gavin has had on many, many lives here on the Mississippi Gulf Coast, including on Jan and mine!

The third week of the 2024 Legislative Session centered primarily around a special session called by Governor Tate Reeves on Thursday. The special session was called by the governor to allow the legislature to discuss and vote on a major project in Marshall County that is estimated to bring 2,000 jobs. The “Project Poppy” is a $1.9 billion joint venture corporate investment by three substantial companies. The project will be the second largest investment in Mississippi’s history and is expected to have a huge economic impact for the state. The facility will be located at the Chickasaw Trail Industrial Park located in the northern part of the state. The estimated average salary for the jobs to be created is $66,000.

The House of Representatives approved the bills associated with the project with a 117-2 vote, and the bills were approved by the Senate as well. The Governor is expected to approve the bills for the plant. The facility will produce batteries for commercial electric vehicles to include 18-wheelers.

Three major players, Accelera by Cummins, Inc., Daimler Trucks and PACCAR, are involved in the joint venture. The three companies will have to pay the state back in full if agreed benchmarks are not meet. Eve Energy will provide the technology needed to operate the plant and will have a 10% ownership in the project. The Eve Energy ownership will go away after 10 years.

Six states were vying for the project, with Mississippi being one of the final three states being considered for the project.

The 2024 Mississippi State Legislative session began on January 2nd, and the House of Representatives took an oath of office on that day. Representative Jason White (R-West) was elected as the new Speaker of the House, replacing Philip Gunn. Speaker White previously held the position of House Speaker Pro Tempore. Gunn was elected House Speaker in 2012, becoming the first Republican to serve as Speaker of the House in Mississippi since 1876. Representative Manley Barton (R-Moss Point) was selected as the new House Speaker Pro Tempore.

The 2024 legislative session is the first session of the new four-year term. As such, the 2024 session is scheduled to last 125 days, as opposed to the typical 90-day session. The longer schedule allows for the selection of new committee members, etc. One major change that Speaker White implemented is adding four additional committees that fall under the Appropriations Committee. These four committees will each be responsible for a portion of the state’s budget. The Appropriations Chairman will serve as a member of the four new Appropriations committees. Also, Speaker White announced that there will be two additional new committees this session: a Business and Commerce Committee and a Housing and State Affairs Committee.

I want to again take the time to thank everyone who supported me in my first run for a public office. I had never considered running for office previously, but felt that this was a good opportunity to help contribute to the many positive things that are happening in our great state and happening locally. I know that my 35 years of business experience will be put to good use as we seek to improve education, lower state taxes and improve workforce development both here on the Coast and in our state.
