POSITION SUMMARY:
Oversees collecting and managing all monies owed to and held by the Village. Maintains accurate records of all income, receipts, and disbursements. Promptly deposit all receipts in approved institutions or funds following the guidelines in the investment policy and according to the Village Ordinances and the General Law Village Act MCL 64.9.
Key Responsibilities:
An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.
1. Collects all monies due to the Village of Sand Lake and keeps accurate records of all
financial transactions.
2. Generates and mails individual tax billings within the required timelines, collects real
and personal property tax payments, special assessments, fees, and other monies
due to the Village of Sand Lake. Distributes tax money to the appropriate funds and
balances tax roll with the Kent County Treasurer.
3. Enters utility (water) meter readings, generates and mails individual utility (sewer,
rubbish and water) billings within the required timelines, collects and records utility
payments.
4. Responds to taxpayer inquiries, in person in the office or by telephone, or email and
processes and resolves complaints. Report concerns residents to Village council.
Explains taxation issues, investment practices, the tax assessment and collection
process, utility (sewer, water and rubbish) billing and collection process. Responds
to requests for information from Village officials, committees, other governmental
agencies, and financial institutions.
5. Maintains accounts receivable records and receipts and performs daily balancing
activities. Prepares bank deposits, reconciles bank statements, and related
bookkeeping functions. Prepares information required for the Budget Committee.
Balances monthly records with Village Clerk’s records. Prepares monthly financial
reports for the Village Council.
6. Participates in collection activities as warranted involving taxpayers or utility
customers as needed.
7. Works with the auditor throughout the fiscal year. Gathers information and
prepares reports for year-end closing of the books for the fiscal year.
8. Keep all files and information up to date for FOIA requests.
9. Maintain a records retention system for Treasurer’s files.
10. Attends Village Council meetings and presents monthly financial reports.
EDUCATION AND EXPERIENCE:
Educational requirements include a high school diploma, BS&A knowledge, preference to additional training in bookkeeping, accounting, business management, or related field.
Experience requirements include bookkeeping, accounting, office management, or related fields.
Knowledge of basic math, cash handling procedures involving large sums of money, banking, budgeting, and basic office procedures and practices, including telephone etiquette.
Knowledge of the management of municipal funds, the collection of taxes and administration of municipal finances. Ability to learn and apply new information, technology and legislation including Village Ordinances and State of Michigan regulations applicable to the treasurer’s job.
Skill in operating a calculator, typewriter, copier and other standard office equipment, and the ability to become proficient in the use of computers and financial based software.
Ability to establish effective working relationships and use good judgement, effective communication, initiative and resourcefulness when dealing with the public, Village officials, employees, vendors, other governmental agencies and municipal professionals.
Perform duties requested by the Village President or Village Council.
Ability to manage multiple tasks at the same time, prioritize and meet recurring and period time constraints and work effectively with frequent interruptions and changes in work priorities.
Ability to be bonded and trusted with confidential records and receipts.
