I'd like to draw your attention to the San Mateo County Board of Supervisors meeting agenda for Tuesday, June 23. Item #11 is a resolution raised by the County Executive that directly impacts Foster City, specially their intention to purchase the 1065 E. Hillsdale complex. Here is the resolution and attachments with more details. Below the link are my comments and feedback. I was not able to get these to County public comment in time for tomorrow's meeting, so I will zoom into the meeting if possible to make it work with my full-time work schedule. My questions:
Fiscal impact and revenue loss
• Once the County acquires this property, it will likely become exempt from property taxes. Has the County Executive's office calculated the annual property tax revenue loss to FC for this $29 million asset, and are there plans for payment in lieu of taxes to mitigate this impact?
Scale and neighborhood impact
• What's the expected daily volume of clients and staff for the HSA vocational rehabilitation services at this location?
• How will the County manage traffic and parking on E. Hillsdale Blvd, given that this facility serves residents with disabilities who may require specific transit or shuttle access?
Tenant Displacement and economic development
•The purchase agreement requires the seller to provide agreements from certain tenants to vacate within six months
Which Foster City businesses are currently located there, and what support is the County providing to help these businesses relocate within Foster City rather than leaving the city entirely?
• The agreement mentions an Assignment of Leases. Which current contracts or leases does the County intend to assume, and which does it intend to terminate?
My feedback:
• I think it'd be a positive step for the County to hold a joint study session with the Foster City Council before the Due Diligence Period ends on August 25, 2026.
• I'd like the County to commit to a formal traffic impact analysis and contribute to any necessary signal or street improvements required by the change from private office use to high-volume government service use.
• I'm concerned about the six-month vacate requirement for existing tenants. Please extend this timeline to allow local businesses more time to find new space within Foster City limits to preserve the local job base.
• The current resolution is broad regarding the "operation of HSA's (Health Services Agency) vocational rehabilitation services" -- our Community requires more detail on hours of operation, security plans, and whether any residential or overnight components are contemplated for the site in the future.
• A single County hearing in Redwood City is insufficient for a project of this scale in Foster City. I recommend that the County hold at least one community town hall meeting in Foster City during the 60-day due diligence period to answer resident questions directly.
