The city of San Juan Capistrano has been contracting its primary law enforcement services from the Orange County Sheriff's Department since April 19, 1961. At that time, San Juan Capistrano was a quiet town known primarily for the presence of Mission San Juan Capistrano and the annual return of the swallows each March. Although San Juan Capistrano has maintained its historic township atmosphere, the City has grown into a thriving community of shops, businesses and a culturally diverse population of over 36,000. San Juan Capistrano is a truly unique Orange County city and a rarity in California. It is a community whose foundation was laid by the earliest people to inhabit the land and is a community still evolving after more than 250 years. The residents of San Juan Capistrano place a high value on quality of life, the preservation of cultural and historic resources and an appreciation of its very unique heritage. This picturesque community boasts of 43 miles of unpaved hiking, mountain and equestrian trails, in addition to approximately 20 miles of paved bikeways, 230 acres of agricultural land, 52 acres of developed parks and more than 3000 acres of permanent open space - all within an area of 14 square miles. It is with a sense of pride, that the men and women of the Orange County Sheriff's Department move into their fifth decade of providing law enforcement services to the City of San Juan Capistrano. The mission of Police Services is to provide responsive, professional law enforcement services to all people in the city. Deputies are committed to promptly responding to calls for service, to protect lives and safeguard property, to initiate and maintain crime prevention programs, and to apprehend criminal offenders. All staff are expected to perform their duties in a friendly, helpful and professional manner at all times regardless of the situation.

PRESS RELEASE: Fatal Traffic Collision in San Juan Capistrano, Driver Arrested for Hit-and-Run

On Monday, August 17, 2026, shortly after 12:30 a.m., deputies were in the area of Ortega Highway and La Novia Avenue, San Juan Capistrano, when they discovered an injured male down in the roadway.

Deputies found Cesar Amilcar Zuniga Ruiz, a 23-year-old man from Los Angeles, on the ground with severe injuries. He was later pronounced deceased at the scene by the Orange County Fire Authority. Preliminary investigations indicate that Cesar was crossing the road when he was struck by a vehicle. The driver did not remain at the scene of the traffic collision. Through further investigation, the driver of the vehicle, Anthony Konstantine Kalomas, 85, of San Juan Capistrano, was arrested and booked into the Orange County Jail for VC 20001(A), Hit and Run.

The Orange County Sheriff’s Department’s Major Accident Investigation Team (MAIT) is conducting the investigation into this fatal collision. Early this morning, deputies patrolling San Juan Capistrano observed dangerous fireworks being used in the city. They located and detained the individuals in possession of illegal fireworks. The subjects were cited for possession of illegal fireworks and released at the scene. The Sheriff’s Department's Hazardous Device Squad (HDS) collected the fireworks for destruction. All fireworks are illegal in the City of San Juan Capistrano. What started as a routine traffic stop at 2:07 this morning quickly turned into a narcotics and weapons seizure.

During the stop, a Deputy from San Juan Capistrano’s Special Enforcement Team seized more than 2,000 grams of fentanyl, 1,300 grams of methamphetamine, 700 grams of he**in, 300 grams of ketamine, 2 P*P ci**rs , 26 pieces of alprazolam, 2 grams of ma*****na, 2 loaded fi****ms , including a ghost gun, and more than $7,200 in cash. Three suspects were arrested.

Substances like fentanyl continue to affect families and communities but proactive enforcement efforts like this help prevent these deadly narcotics from reaching our neighborhoods.
