Parents for Change advocacy participants are empowered and believe that systems need to change to support loved ones who are disabled.

40 Years Ago Today: Vice President George H.W. Bush is presented with NCD's "Toward Independence" report on January 28, 1986 at the White House by (l to r front) NCD Chairwoman Sandy Parrino, Executive Director Lex Frieden, Vice Chairman Justin Dart, (rear) Council Member Jeremiah Milbank, and Chief Counsel to the Vice President C.
