The City of San José is considering changes to the Mobilehome Rent Ordinance, or “MRO.” The MRO is the rulebook the City uses to prevent excessive rent increases, allow park owners to receive a fair return, and create a process for rent dispute resolution – if you live in a mobilehome park, the MRO applies to you!

La Ciudad de San José está considerando hacer cambios en la Ordenanza de Alquiler de Casas Móviles (Mobile Rent Ordinance, MRO). Este reglamento se utiliza para evitar aumentos excesivos de alquiler, permitir que los propietarios de los parques obtengan un rendimiento justo y establecer el procedimiento para resolver las disputas de alquiler. San José City Council has approved the expansion of San José Clean Energy’s SJ Cares program to an additional 2,384 affordable housing units — bringing the total to over 19,000 units.

Residents of eligible affordable housing will receive a 10% discount from SJCE. And going forward, new affordable housing developments supported by the City’s Housing Department will automatically be eligible for SJ Cares.

That means the savings can grow alongside San José’s affordable housing portfolio.

We use a lot of acronyms in the housing world. One you hear a lot is AMI, or Area Median Income. So does AMI mean? If you line up all the incomes in the County, the median income would be the middle point for each size of household.

Why is this important? Your household’s AMI helps determine what kinds of affordable housing, rent limits, and even certain types of home loans you may qualify for. This calculation is updated every year.

Interested in giving back to the community? The City of San José’s Housing and Community Development Commission (HCDC) is now accepting applications for:
• District 1 seat
• Lived Experience with Homelessness seat
• Lived Experience with Homelessness Alternate
• Mobilehome Park Owner seat
• Mobilehome Park Resident seats.
HCDC Commissioners are volunteers from the community who share their expertise and recommendations to help City Council and staff make informed decisions in matters related to housing and community development.
Applications must be submitted online by 9/30/2026. More info and application can be found here: bit.ly/HCDC-apply
* Please note that applicants interested in applying to the Mobilehome Park Owner or Mobilehome Park Resident seats must provide a letter of recommendation from an organization representing owners of San José mobile home parks or from an organization representing residents of San José mobile home park.

This Tuesday, the City approved an expansion of the SJ Cares electricity discount to ALL of San José’s affordable housing units, as well as any affordable units added in the future.
