From an idea to the Governor’s desk! 🎓📣

After months of advocacy and partnership, AB 2251 has made its way to Governor Gavin Newsom’s desk! JBAY was honored to meet with the bill’s author, Assemblywoman Celeste Rodriguez, last week to thank her for championing greater financial aid access for California college students.()

Joining the conversation were constituents Mercedes Jackson, a student at Mt. San Antonio College and JBAY Young Adult Advocate; Dr. Alex Ojeda, EOPS/NextUp/Guardian Scholars Coordinator at LA Valley College; and Stephen Escalante, a student at LA Valley College. Mercedes and Stephen shared their experiences and perspectives as students, while Dr. Ojeda brought his firsthand experience supporting students impacted by the foster care system.

We’re grateful to Assemblywoman Rodriguez for creating space to hear directly from students and practitioners, and for her leadership on AB 2251. Student voices have helped carry this effort every step of the way, and we’re excited to see it reach this important milestone! 💙

Will you help foster youth claim the money they have earned?

600 fewer foster youth have claimed the Foster Youth Tax Credit than last year, leaving approximately $500,000 unclaimed. But there is hope! More than 4,000 current and former foster youth have already filed and gotten their money this season.

Applications are open for the 2027 JBAY Young Adult Advocate Program. JBAY is recruiting four Sacramento-based advocates to help shape policy that affects youth with experience in foster care or homelessness.

Young Adult Advocates earn $26 per hour plus reimbursement for travel and meal expenses. The paid role lasts one year, with an option to extend to two. Applicants should be ages 18 to 27, live in the Sacramento area, and have experienced foster care or homelessness at age 13 or older.

Through our three-part model—Learn, Influence, and Lead—advocates receive hands-on experience with policy, research, and advocacy. Join our upcoming information session to learn about eligibility, application steps, and program expectations.

Applications are open for the 2027 Capital Fellows Programs at Sacramento State. John Burton Advocates for Youth awards the John Burton Scholarship to three fellows with foster care experience to help cover costs like housing, transportation, and professional attire.

Fellows spend a year working in the California Legislature or Executive Branch. Applicants need a bachelor’s degree by September 1 of the fellowship year and should answer the foster care question on the Capital Fellows application. There is no separate scholarship form. John Burton Advocates for Youth will host a workshop on re-entry housing support at the 2026 California Youth Justice Summit this October.

Young people leaving the justice system often face an immediate housing gap. The session will look at how housing support can help youth return to the community with more stability and fewer barriers.

The summit takes place October 5–7, 2026, at the San Diego Marriott La Jolla. It brings together youth, practitioners, and partners working to improve California’s youth justice system. For more information, visit jbay.org/events/2026-california-youth-justice-summit/

We’re celebrating a major step forward for foster youth! AB 2764 (Ahrens) passed unanimously through the Senate yesterday, bringing us one step closer to the Governor Gavin Newsom's desk. This bill would create uniform eligibility standards for Extended Foster Care programs statewide, so young people face fewer barriers to accessing housing and support! Thank you to Assemblymember Patrick Ahrens for authoring this bill and a special thank you to Caroline Menjivar for presenting AB 2764 on the Senate floor and for being such a strong champion for foster youth!

🎉 BIG NEWS: AB 2766 PASSES THE SENATE WITH UNANIMOUS SUPPORT!

On August 20, AB 2766 cleared another major hurdle, bypassing the Senate Appropriations Committee and passing the California State Senate with unanimous support! AB 2766 now heads to the Governor’s desk where it will await a signature or veto by October 1.

AB 2766 would expand access to student housing and course enrollment for current and former foster youth and students experiencing homelessness, helping more students access the resources they need to succeed in higher education.

Thank you to Assemblymember Patrick Ahrens for his leadership in advancing equitable educational opportunities for students with experience in foster care and homelessness and to the Chair Senator Sabrina Cervantes and members of the Senate Appropriations Committee for their support on this critical legislation!

In 2026 the FYTC can provide up to $1,189 for youth who:​

- Filed their 2025 state tax return​
- Age 18-25 at end of tax year (12/31/25)​
- In foster care on or after 13th birthday​
- Eligible for CalEITC (income between $1-$32,900, SSN/ITIN, and lived in CA at least half the tax year)
