RMKS/1. This NAVADMIN updates policy in references (a) through (d) and is
intended to provide tools and guidance for the safe ex*****on of a Physical
Fitness Assessment (PFA) as we emerge from the restricted Coronavirus
Disease
2019 (COVID-19) environment. This NAVADMIN specifically:
a. Provides a plan to conduct the Calendar Year 2021 (CY2021) PFA (1
July to 31 December 2021) to include the transition to a new and improved
Physical Readiness Information Management System 2 (PRIMS-2).
b. Provides additional guidance on conducting the PFA in the COVID-19
environment, including the use of masks.
c. Provides answers to frequently asked questions.
d. Expands postpartum PFA exemption from 9 months to 12 months.
2. PFA Implementation Plan
a. To assist commands in executing this PFA cycle, we created Physical
Readiness Program (PRP) Guide 10, which explains how to conduct the CY2021
PFA. Updated guides are available on the MyNavy HR PRP website, at
https://www.mynavyhr.navy.mil/Support-Services/21st-Century-Sailor/Physical-
Readiness/.
b. PRIMS-2 will be online in September 2021. PRIMS-2 has been designed
to provide greater ease of use for Command Fitness Leaders (CFL) and better
connectivity with associated human resources systems. CFLs/Assistant
Command
Fitness Leaders (ACFLs) will enter all PFA documentation/results, with the
exception of PARFQ data, into PRIMS-2 when available for use.
c. As a reminder, Sailors are required to complete a Periodic Health
Assessment (PHA) and if required, a Deployment Health Assessment (DHA) prior
to commencing a Physical Readiness Test (PRT) or physical conditioning. As
COVID-19 has impacted PHA and DHA completion, commands are strongly
encouraged to consider their annual PHA and DHA completion rates when
scheduling the command PFA. Commands may schedule multiple PFA periods
during the cycle to accommodate PHA and DHA completion by Sailors.
3. Additional Guidance to Conduct the CY2021 PFA
a. Preparation. Since the official announcement on the new PRT
modalities (forearm plank and 2000-meter row) in references (a) and (b),
Sailors have been strongly encouraged to practice and prepare for the CY2021
PFA, but commands should use this entire PFA window to ensure adequate
notification and allow for preparatory training and readiness assessment
prior to ex*****on of the PRT.
b. Scoring of Plank Modality. Since the plank is a new mandatory
modality, the score for the plank will not be included in their final score.
Medically cleared Sailors will participate in the plank modality and should
give it their best efforts as we will use scores to validate our scoring
tables.
c. Mask Use During PFA. CFLs/ACFLs shall conduct official BCAs and
PRTs
as outlined in PRP Guides 4, 5, 10 and 15. In line with Guide 15, fully
vaccinated Department of Defense (DoD) personnel (who are at least two weeks
beyond their final dose) are no longer required to wear a mask indoors or
outdoors at DoD facilities. All DoD personnel should continue to comply
with
Centers for Disease Control and Prevention (CDC) guidance regarding areas
where masks should be worn. Personnel who are not fully vaccinated should
continue to follow applicable DoD mask guidance when conducting BCA and use
social distancing when performing PRT events. PRP Guide 15 will be updated
as COVID-19 guidance changes and contains mask guidance. Sailors may unmask
when actually performing PRT modalities. Note: If local requirements for
masks are more or less restrictive, local requirements take precedence.
d. Records and Data Management
(1) CFLs are required to retain original written documentation
(notes, worksheets, Body Composition Assessment (BCA) and PRT Score sheets,
etc.) of official command PFAs and Fitness Enhancement Program for a period
of five years and in line with current personal identifiable information
(PII) policy.
(2) All official PFA forms can be downloaded on the PRP Website
forms section: https://www.mynavyhr.navy.mil/Support-Services/21st-Century-
Sailor/Physical-Readiness/Forms/ to include the revised PARFQ (NAVPERS
6110/3) and PRT Score Sheet (NAVPERS 6110/11).
(3) CFLs should refer to PRP Guide 10 for roster maintenance upon
PRIMS-2 release.
4. Reponses to Fleet Feedback. The following items are provided for
clarification to frequently asked questions:
a. Excellent or Above Performance Validation. All Sailors must
participate in the CY2021 PFA cycle. Sailors who pass the BCA within the
Navy age-adjusted standards and score an overall excellent low or better
(with no single event lower than good low) on the PRT modalities consisting
of the push-ups and cardio options only are eligible to be exempt from
participation in PRT Cycle 1-2022. Forearm plank scores will not to be used
in the calculation. In order to validate, Sailors must also be within BCA
age-adjusted standards in PFA Cycle 1-2022.
b. Consecutive PFA Failures. Due to CY2020 PFA Cycle being excused,
PFA
failures prior to 2021 will not be used in determining future consecutive
failures. For clarification:
(1) If a Sailor failed PRT Cycle 2-2019 and the official CY2021 PFA
Cycle, it will not count as two consecutive PFA failures.
(2) However, going forward, if a Sailor fails the official CY2021
PFA
Cycle and PFA Cycle 1-2022, this will be two consecutive failures and member
will be subject to adverse administrative action.
c. Fitness Report/Evaluation Guidance. In line with reference (f),
enter the one-letter code for the result of each official PFA conducted in
the reporting period in block 20. Due to CY2020 PFA Cycle being excused,
the
one-letter code *N* is to be used if the reporting period includes a PFA
Cycle in 2020. Format for block 20 must be from oldest to most recent PFA
performed during the reporting period. For example, *NNP* in block 20 and
*PFA: 20-1/20-2/CY2020* in block 29 indicates that the member was excused
for
CY2020 PFA Cycle and passed the CY2021 PFA Cycle.
d. Preparing for the upcoming PFA. CFLs/ACFLs should be conducting
command group physical training and BCA spot checks while following social
distancing guidelines and preparing Sailors for the upcoming PFA
proactively.
Another useful tool is the Official Navy PFA App, which is available for
download from the App Store.
5. Postpartum Policy Change. Effective 1 July 2021, pregnant and
postpartum
Sailors are exempt from participating in the PFA, to include BCA and PRT,
from the time a pregnancy is confirmed by a Health Care Provider (HCP) until
the end of 12 months (vice previous 9 months guidance) following a qualified
birth event (QBE) in line with PRP Guide 8. This change allows postpartum
Sailors time to fully recover in a healthy manner prior to being required to
meet fitness and body composition standards.
a. Postpartum Sailors will be required to participate in a wellness
(unofficial) PFA between six to nine months postpartum, following a QBE as
defined in line with reference (e). The intent of this new policy is to
assist postpartum Sailors return to PFA standards and provide commanding
officers (CO) visibility on their health and fitness level.
(1) Postpartum Sailors will obtain a medical clearance form (NAVMED
Form 6110/4) by HCP or Authorized Medical Department Assessment prior to
participating in the wellness PFA. If not cleared to participate, a
postpartum Sailor will be rescreened as appropriate prior to participating
in
the wellness PFA.
(2) Upon receiving medical clearance, postpartum Sailors will
participate in a wellness PFA. If a postpartum Sailor passes the wellness
PFA, they can return to command/unit physical training. If a postpartum
Sailor fails to screen, they will be provided postpartum nutrition and
fitness resources to assist with their postpartum recovery.
b. Pregnancy and Postpartum Physical Training resources will be
available in July 2021 to assist Sailors. These resources will include
information on pregnancy/postpartum nutrition and a safe physical training
program complete with recommended exercises and contraindicated exercises.

RMKS/1. This NAVADMIN provides policy updates to references (a)
through (c):
a. Calendar Year 2021 Physical Readiness Program. In order to
continue to mitigate COVID-19 impacts to the fleet, Navy will
conduct one Physical Fitness Assessment (PFA) cycle in calendar year
2021 from 15 March to 15 September 2021, dependent upon local
conditions and operational requirements. Shifting the PFA cycle to
March allows Navy to execute the PFA after the primary influenza
season, while leveraging outdoor venues as the weather warms for the
conduct of the test.
(1) Echelon II Commanders may waive the PFA cycle 2021
requirements if COVID-19 conditions prevent commanders from
executing safely.
(a) This authority may be delegated no lower than first
flag officer in the chain of command.
(b) The *DEP/OP* non-participation reason shall be used
when COVID-19 conditions prohibit participation in the physical
readiness test (PRT) and body composition assessment (BCA) per
enclosure (1), paragraph 2 of reference (c).
(c) Conducting the BCA is strongly encouraged.
(2) Validation. Local conditions permitting, all Sailors
must participate in PFA cycle 2021 (i.e., the excellent or above
validation from the previous cycle does not apply). Service Members
who meet the criteria for *Validation* in PFA cycle 2021 as outlined
in reference (b) will be exempt from participation in PFA cycle one
2022.
(3) A new Physical Readiness Program (PRP) Guide 15, Conduct
of the Physical Fitness Assessment in COVID-19 Conditions, is
available on the Physical Readiness Program Website
(https://www.public.navy.mil/bupers-
npc/support/21st_Century_Sailor/physical/Pages/Guides.aspx) and will
be updated as Centers for Disease Control recommendations change.
b. Group Physical Fitness Training. Effective immediately,
based upon local conditions, Echelon II commanders may authorize
group physical training (command, department, division physical
training, Fitness Enhancement Program and spot check BCAs). They
may delegate this authority to the first flag officer in the chain
of command.
c. Command Fitness Leader (CFL) Certification. While
Commander, Navy Installations Command has resumed teaching the CFL
Course, current CFL certifications are extended until 30 September
2021 due to limited course availability. Commanders may designate
former CFLs who were initially certified after 1 January 2016, to
act as CFLs until 30 September 2021.
d. Means to Regain Eligibility from PFA Failures. Since Navy
is only conducting one PFA cycle during 2021, all Sailors with PFA
failures, including those with two or more consecutive PFA failures,
may regain eligibility for advancement or retention by passing a
mock or official PFA.
e. Fitness Modalities. New fitness modalities are implemented
to improve the physical readiness of Sailors in alignment with the
Culture of Excellence (COE).
(1) PFA cycle 2021 will incorporate the forearm plank and
2000-meter row.
(2) Service Members who do not meet the minimum passing
score for the forearm plank modality will not receive a *fail* for
the 2021 cycle PRT only. However, Service Members must still pass
the BCA, the push-up and cardio modalities of the PRT. Failure to
do so will result in a *fail* for PFA cycle 2021.
2. A study conducted by Naval Health Research Center (NHRC)
developed the initial forearm plank and 2000-meter row PRT
performance standards, which are available in PRP Guides 5 and 10.
3. The forearm plank will replace curl-ups as the abdominal
muscular endurance assessment.
a. NHRC determined that the forearm plank is a better test of
core strength and abdominal muscular endurance. The repeated spinal
flexion movement of the curl-up is not operationally relevant, may
aggravate lower-back injuries and does not appropriately challenge
the abdominal musculature.
b. The forearm plank incorporates an isometric contraction that
activates the abdominal and trunk muscles mimicking the main
function of the abdominal musculature by acting as stabilizers for
the spine.
c. The forearm plank is a functional exercise required in 85
percent of shipboard tasks involving pushing, pulling, lifting and
carrying. Training for the forearm plank will strengthen the core,
improve posture and reduce the risk of sustaining lower-back
injuries throughout the career of a Sailor.
4. The 2000-meter row on the Concept-2 Rower will serve as another
alternate-cardio option in addition to the 12-minute stationary
bike, 500-yard/450-meter swim and 1.5-mile treadmill run.
a. The 2000-meter row is a non-weight bearing, low-impact
exercise, which reduces impact on the legs. More importantly,
rowing provides a full-body cardio workout engaging 80 percent of
the musculature of the body.
b. Similar to the stationary bike, the Concept-2 Rower is space
saving and can be used on any naval vessel or installation.
c. Unlike the plank, the 2000-meter row is an alternative and
therefore a failing grade will be marked as a failure.
5. In line with reference (c) and PRP Guides, Service Members
medically cleared for the Navy PFA will participate in the BCA and
PRT.
a. The new PRT event sequence will be as follows:
(1) push-ups
(2) forearm plank
(3) cardio or alternate cardio
b. Unlike the curl-up event, both push-ups and the forearm
plank exercise require overlapping and similar muscle groups.
(1) During the study to develop the new forearm plank
standards, push-ups were conducted first and the forearm plank was
conducted second.
(2) This sequence of events permits maximal performance on
the push-ups and the forearm plank accounting for any residual
fatigue from push-up ex*****on.
6. Proper procedures for conducting the forearm plank:
a. There will be no more than eight Sailors to one CFL or
Assistant Command Fitness Leader (ACFL) when performing the forearm
plank. Additionally, each Sailor performing the forearm plank will
have a partner who will monitor the Service Member for proper form.
[Note: Recruit and Officer Training Commands have the authority to
determine the correct monitor to recruit/candidate ratio that most
effectively ensures the integrity of the event given the number of
recruits/candidates participating and the instructor staff
available.]
b. CFL/ACFL will record time with a stopwatch to the nearest
second and will announce the start, as well as 15-second intervals.
Cellphone stopwatches are prohibited to prevent user error.
c. The forearm plank will be performed on a flat, level
surface. Blankets, mats or other suitable padding may be used.
However, the Service Member must be entirely on or off the padding
(i.e., upper body of the Service Member cannot be on the padding
with feet off). The event will consist of maintaining a proper
forearm plank position for the maximum time allowed.
d. Service Member will begin face down on the deck with elbows
bent, forearms flat on deck and the body in a straight line through
the head, shoulders, back, buttocks and legs.
e. Elbows must be aligned directly below the shoulders at a 90-
degree angle between the forearm and upper arm. Hands will either
be in fists with the pinky side of the hand touching the deck or
lying flat with palms touching the deck. Forearms may be parallel
or angled inward, but the hands cannot be clasped together.
f. Feet should be placed hip-width apart. Hips must be lifted
off the deck with only the forearms, hands and toes on the deck.
g. Knees are straight, pelvis in a neutral position and back
flat. The back, buttocks and legs must remain straight from head to
heels and must remain so throughout the test.
h. The head and neck should be kept neutral (face looking
straight down at the deck) throughout the duration of the test so
that the body remains straight from the head to the heels.
i. Toes, forearms and fists or palms must remain in contact
with the deck at all times. No part of the body of the Service
Member may contact a vertical support surface.
j. Involuntary muscle spasms (e.g., shaking, trembling or
quivering) resulting from maximum exertion during the exercise is
anticipated and permitted as long as the proper forearm plank
position is maintained.
k. Forearm plank event ends when:
(1) Maximum time for the forearm plank has elapsed or until
the last participant stops prior to the maximum time allowed.
(2) Any part of the body other than hands/fists, forearms or
feet touch the deck.
(3) Service Member lowers head to hands.
(4) Service Member lifts hands, forearms or feet off the
deck.
(5) Service Member does not maintain 90 degrees at the elbow
(i.e., Service Member shifts weight forward or back on forearms/toes
decreasing or increasing the 90-degree bend).
(6) Service Member receives more than two corrections on
form. On the third correction on form, the CFL/ACFL will stop the
Service Member and record the time. This will be the official
forearm plank time (score) of the Service Member.
7. Proper procedures for conducting the 2000-meter alternate cardio
row on approved Concept-2 Rowers (Models D and E only):
a. Personnel who intend to use the rower for the PRT are
required to train and familiarize themselves on the approved
Concept-2 rower, as identified in PRP Guide 10, to ensure they are
meeting their goals.
b. This event is a timed 2000-meter row. The CFL/ACFL must
conduct the rowing test as follows:
(1) Obtain authorization for alternate cardio options from
the Commanding Officer/Officer-In-Charge for the current PFA cycle.
(2) Practice safety, setup, start, stop and test procedures
on each individual machine prior to conducting any official test.
(3) Ensure the Service Member has practiced on the Concept-2
rower machine used for the test and is familiar with all safety
requirements.
(4) Instruct Service Member to set damper setting of their
choice on the flywheel. Service Member will not be able to adjust
the damper setting while conducting the test.
(5) Instruct Service Member to sit on rower machine.
(a) Adjust the footplate placements and secure feet
using adjustable straps. The foot straps should be secured at the
widest portion of the foot to permit freedom of movement of the heel
during rowing.
(b) The Service Member should grasp the handle with both
hands and place along the outer edge of the handle. Once the
Service Member begins pulling on the handle, he or she should remain
in constant and continuous motion (to prevent inadvertent monitor
cut-off, which would result in a test graded as a failure) until the
2000-meter test is complete.
(6) The CFL/ACFL will program the rowing machine performance
monitor with the following items:
(a) From the main menu of the performance monitor, press
the *Select Workout* button.
(b) Press the *Standard List* button and then select
*2000 m*.
(c) Press Change Display until the top line shows
*2000m|0 s/m*, the third line will show the overall elapsed time
(00:00) and the bottom line will show the projected finish time.
(7) The event begins when the CFL/ACFL gives the command
*Start*. Time starts automatically on the rowing performance
monitor display when the member starts rowing. The rowing distance
display counts down from *2000 m* to *0 m*.
(8) Once Service Member reaches *0 m*, the CFL/ACFL
announces and records elapsed time from performance monitor rounding
the time to the nearest whole second (0.4 and lower, round down; 0.5
and higher, round up).
(9) The Service Member begins the test by pressing with
their legs and moving entire body away from the performance monitor.
(10) The rower event ends when the participant:
(a) Completes 2000-meters.
(b) Stops rowing for a period long enough that the
monitor turns off.
(11) If Service Member does not complete the rower portion
of the PRT, other than for injury, the time will be recorded as
59:59 and scored as failed. In the event the Service Member would
like to participate in the Bad Day PRT, Service Member must be
cleared by medical prior to CO approval.
8. To assist CFL/ACFLs and members participating in the Navy PFA,
the new standards, tutorial videos, PRP Guides and other training
resources are available on the Navy Physical Readiness Program
website (https://www.public.navy.mil/bupers-
npc/support/21st_Century_Sailor/physical/Pages/default2.aspx).
a. Videos which demonstrate the proper form and testing
procedures for the forearm plank and 2000-meter row for Service
Members and CFLs/ACFLs will also be available on the Navy Physical
Readiness Program website.
b. Service Members can prepare for the new PRT events by
regularly participating in a well-rounded physical fitness routine
outlined in reference (a). The Navy Operational Fitness and Fueling
System (NOFFS) provides the Navy with physical fitness and nutrition
information for Sailors allowing the Navy to maintain peak physical
readiness and reduce injury risk. NOFFS workouts can be accessed
via four mobile applications (NOFFS-Operational, Strength, Endurance
and Sandbag) which can be downloaded for free using your smartphone
app store. Within the NOFFS platform, planks are referred to as
*pillar bridges.*

: Acting SECNAV McPherson issued updated guidance about the U.S. Navy's stop movement, effective April 20.

RMKS/1. This ALNAV provides an update and guidance to Department of the Navy (DON) personnel and commands on domestic and international travel restrictions and is subject to additional guidance provided by the Office of the Secretary of Defense (OSD). The COVID-19 outbreak continues, with the Centers for Disease Control and Prevention (CDC) reporting sustained community spread in the United States. This ALNAV supersedes the portions of reference (g) regarding travel restrictions. Reference (h) is hereby cancelled.

2. Effective 20 April 2020, reference (a) is in effect, cancels references (b), (c), and (d), and reissues travel restrictions guidance for all Department of Defense (DoD) personnel and commands.

3. All DON personnel, and their families, including active, reserve, and civilian personnel whose travel is government-funded will stop movement, both internationally and domestically, while reference (a) is in effect.

4. Except as provided below, this stop movement applies to all official travel, including but not limited to, temporary duty (TDY) travel; government-funded leave travel; permanent duty travel, including Permanent Change of Station (PCS) travel; and travel related to Authorized and Ordered Departures issued by the Department of State. For DON Service Members only local leave is authorized. Local leave for military members will be in accordance with Service policy, which may be informed by local community conditions. DON civilian employees are strongly encouraged to avoid personal leave outside the local area. Upon return from approved leave outside the local area, DON civilian employees may be asked to telework or exercise leave options as appropriate. The DON may continue hiring actions, but may only onboard civilian employees in the local commuting area, and civilian employees whose travel to the local commuting area is not government-funded, individuals approved for situational telework. DON leadership will ensure the contents of this directive are clearly communicated to those affected by these travel restrictions.

a. Personnel traveling under the following circumstances are exempt from these restrictions:

(1) Travel associated with uniformed personnel recruiting and accessions activities, to include accessions; basic training; advanced individual training; and follow-on travel to the first duty station. The Navy and Marine Corps will notify the Assistant Secretary of the Navy (Manpower & Reserve Affairs) prior to significantly reducing or suspending recruiting; accessions; basic training; or advanced individual training.

(2) Travel by patients, as well as their authorized escorts and attendants, for purposes of medical treatment. Travel by medical providers for the purposes of medical treatment for DoD personnel and their families is also authorized.

(3) Travel for Global Force Management (GFM) activities (defined as deployments/redeployments ordered in the GFM Allocation Plan, including Service internal rotations to support, and TDY used to source ordered capabilities). Such travel will be coordinated between the Combatant Command, the Joint Staff, and the appropriate Service. All GFM-scheduled deployments/redeployments of U.S. Navy vessels and embarked units and personnel is authorized, provided they are in-transit and have met the 14-day restriction of movement provided for under reference (f), and any applicable subsequent guidance.

(4) Travel by authorized travelers who departed their permanent duty station and are awaiting transportation, and have already initiated travel (including intermediate stops), are authorized to continue travel to their final destination on approved orders.

(5) Travel by authorized travelers whose TDY ends while this directive is in effect. Such travelers are authorized to return to their permanent duty stations.

(6) Travel authorized by the Commander, U.S. Transportation Command (USTRANSCOM), to continue ex*****on of the Joint Deployment and Distribution Enterprise as required to project and sustain the Joint Force globally. This includes forces (aircrews, vessel crews, and mission essential personnel) ordered on prepare-to-deploy orders alert status, air refueling, global patient movement, mortuary affairs support, inland surface, sea and air sustainment missions, support to other U.S. Agencies, as approved by the SECDEF, and moves of personnel and equipment that support USTRANSCOMs global posture requirements.

(7) Travel by individuals pending retirement or separation.

(8) Travel by those under authority of a Chief of Mission and authorized by that Chief of Mission.

5. Waivers may be granted for compelling cases where the travel is: (1) determined to be mission essential; (2) necessary for humanitarian reasons; or (3) warranted due to extreme hardship. Waivers are to be done on a case-by-case basis, shall be limited in number, and shall be coordinated between the gaining and losing organizations. Approval authority for waivers is delegated to the Commandant of the Marine Corps and the Chief of Naval Operations, for military and civilian employees under their jurisdiction. This authority may be further delegated in writing, but not below the level of General Officer, Flag Officer, or Senior Executive Service member or equivalent in the travelers chain of command or supervision.

6. As prescribed in reference (e), eligible DON family members and non-emergency civilian employees may depart as part of Authorized or Ordered Departure by exception only.

7. Individuals traveling under an exemption or exception, including those under an Authorized or Ordered Departure, are subject to the travel screening protocols as provided in reference (f) and any applicable subsequent guidance. All travel orders must document the exemption or exception under which the travel is authorized.

8. These actions give preeminence to the safety and security of our personnel, their families, and our communities. During this period of travel restriction, the DON will take several measures to enhance traveler safety. Each DON organization, as applicable, will take immediate action to:

a. Establish pre- and post- travel screening and reception procedures for all authorized travelers as provided in reference (f) and any applicable subsequent guidance, to include providing Service Members or civilian employees information regarding prescribed actions for them and their family members, given their particular circumstances;

b. Establish a means of communication with all personnel throughout the reception process until they are allowed to resume their normal duties;

c. Use military or DoD contracted end-to-end travel using aircraft or other conveyance for DoD-sponsored travelers to the greatest extent practical;

d. Inform all travelers of their responsibility to contact their gaining organization in advance of travel and to keep the organization updated on their travel itinerary;

e. Document within travel orders the exemption or waiver under which the travel is authorized; and

f. When practicable within operational requirements, consider either in-place assignment extensions or the applicability of waivers for PCS moves for uniformed personnel with school-age dependents in order to minimize school year disruption and education costs.
