California Evidence-Based Clearinghouse for Child Welfare

California Evidence-Based Clearinghouse for Child Welfare Mission: Advance effective implementation of EBPs for children & families involved in child welfare.

In 2000, the California State Legislature passed AB1740, establishing the Child Welfare Services Stakeholders Group and charging it with reviewing existing Child Welfare Services (CWS) and making recommendations for improvement. A group of stakeholders was appointed to examine the current CWS system and make recommendations on how to improve it. The stakeholders group convened from August 2000 thr

ough June 2003 to examine California’s CWS programs, processes, and outcomes. The stakeholders group recommended to the California State Legislature that a clearinghouse be established in California to identify and evaluate promising practices for child welfare practice. In 2004, The California Department of Social Services (CDSS), who was tasked with creating the clearinghouse as part of their improvement strategies, selected the Chadwick Center for Children and Families at Rady Children's Hospital-San Diego, in cooperation with the Child and Adolescent Services Research Center (CASRC), to create the California Evidence-Based Clearinghouse for Child Welfare (CEBC). The CEBC, consisting of staff primarily from the Chadwick Center and CASRC, began planning and developing a web-based clearinghouse in August 2004. In June 2006, the CEBC website went live with the launching of two topic areas and a total of 17 programs. Over the past 14 years, the CEBC website has grown exponentially and now houses information on over 500 programs in more than 50 topic areas, with new programs and topic areas being added annually.

How do you bring scientific knowledge to the people who need it most?

As we celebrate 20 years of the CEBC, we're honored to share reflections from Haluk Soydan, Professor at the University of Southern California and a member of the CEBC Scientific Panel since the beginning.

For two decades, Dr. Soydan has witnessed the CEBC's evolution from an innovative idea into a trusted resource that helps bring research into practice for child welfare professionals, families, and researchers.

In this anniversary video, he reflects on the CEBC's role in making evidence-based knowledge accessible, actionable, and impactful—not only in California, but around the world.

Thank you, Dr. Soydan, for your longstanding contributions to the CEBC and for helping advance the use of research to support children and families.

📈 20 years of growth, learning, and advancing evidence-based practice in child welfare.

When the California Evidence-Based Clearinghouse for Child Welfare (CEBC) launched in 2006, the Program Registry included just 17 programs. Today, the CEBC features 600 programs supporting children, youth, and families across a wide range of topic areas and service needs.

As research evolves and the needs of the field continue to grow, the CEBC remains committed to helping agencies, organizations, and professionals identify and implement research-supported practices that promote child and family well-being.

Thank you to everyone who has been part of the CEBC’s journey over the past 20 years. 💙
