DPR is proposing the first major update to California’s Enforcement Response Regulations since 2006. The changes would strengthen protections for communities, increase penalties for the most serious pesticide use violations, and support consistent enforcement statewide.

Public comment is open through July 28, 2026, and three virtual public hearings will be held on July 8, 21, and 28.

Invasive fruit flies may be tiny, but the damage they can cause could be devastating. These harmful non-native pests lay eggs inside fruits and vegetables, where the developing maggots feed and destroy host produce from the inside out.

Invasive fruit flies threaten backyard gardens and agricultural operations. Several types have been detected in California over the years, and while not every detection results in a quarantine, each one is taken seriously. The California Department of Food and Agriculture (CDFA), in partnership with the U.S. Department of Agriculture and local county agricultural commissioners, works year-round to prevent the spread of these destructive pests.

You can help: Support local agricultural officials, follow quarantine guidelines, please don't bring or ship homegrown fruits and vegetables into California, only buy produce and plants from licensed retailers, and report suspected fruit flies or maggots to the CDFA Pest Hotline at 1-800-491-1899.

Learn more about invasive fruit flies and what to look for in your own backyard at cdfa.ca.gov/plant.

Gardeners & growers: keep an eye out for Pink Hibiscus Mealybug. This invasive pest feeds on over 300 plant species and leaves behind sticky residue that can lead to sooty mold, plant decline, and even death. While it’s not known to occur in San Diego County, it’s often found on out-of-state plant shipments.

Want to learn what to look for? A new e-learning course—created with help from a UCCE IPM Advisor Eric Middleton—walks you through identification and reporting in California:

This Invasive Species Action Week, California Department of Food and Agriculture is urging residents to act against invasive pests that threaten our state’s natural resources, including our state’s citrus trees. From the Asian citrus psyllid (ACP) to invasive fruit fly species, there are several invasive pests that could devastate California’s citrus, but together we can protect the citrus trees we all know and love.

One simple way residents can act is by staying informed!

✅ Stay up to date on potential plant or pest quarantines in your area.
✅ Don’t move plant material between, into or out of quarantine areas.
✅ Inspect your backyard trees for signs or symptoms of pests and diseases and report them to the CDFA Pest Hotline at 1-800-491-1899.

Together, we can slow the spread of invasive pests in California. For more information, visit CaliforniaCitrusThreat.org.
