SAN ANTONIO FEAR FREE ENVIRONMENT
The central core of SAPD's Community Policing activities is the SAFFE (San Antonio Fear Free Environment) Unit. First established in 1994-95 with 60 officers and supervisors, then enlarged in 1996 with an additional 40 officers, the SAFFE Unit consists of officers who focus on identifying, evaluating and resolving community crime problems with the cooperation and

participation of community residents. SAFFE officers are assigned to specific areas or neighborhoods within the city, and work closely with both residents and the district patrol officers also assigned to those areas. SAFFE officers establish and maintain day-to-day interaction with residents and businesses within their assigned beats, in order to prevent crimes before they happen. SAFFE officers also act as liaisons with other city agencies, work closely with schools and youth programs, coordinate graffiti-removal activities, and serve as resources to residents who wish to take back their neighborhoods from crime and decay.

For this month’s Department Spotlight, we’re proud to highlight SAPD’s North SAFFE Department here in District 9.

Our North SAFFE Department works hard every day to help keep District 9 and our city safe, and we are so grateful for their service, dedication, and commitment to our residents.

SAPD patrol officers and SAFFE officers are aware of the ongoing issues involving juveniles at a shopping center in Stone Oak, specifically incidents involving disruptive behavior such as throwing objects, yelling at customers, loitering, and causing disturbances. This is a recurring concern, and we are actively working to address it.

Since last fall, SAFFE officers have been in regular contact with store management and store security to document incidents and collaborate on solutions. Officers have conducted several patrol bys, issued criminal trespass warnings, and, in some cases, contacted the parents of the juveniles involved. Additionally, outreach emails have been sent to nearby homeowner’s associations to increase community awareness and encourage parental involvement.

Following several meetings, SAPD has proposed solutions that include businesses in the area utilizing additional security personnel or police officers for a dedicated presence, and stores implementing a chaperone policy or an in-store curfew for unaccompanied juveniles of certain ages.

SAPD remains committed to working with community partners to improve safety and address ongoing concerns.

🚔 Vehicle Recovery & Arrest 🚔

Today, North SAFFE Officer Frost observed a stolen Chevrolet Silverado in the area of Walzem Rd and IH-35. Recognizing the threat to public safety, Officer Frost requested assistance from additional SAFFE officers. Together, they were able to safely stop the vehicle in the In-N-Out Burger parking lot.

The driver, a 44-year-old male, was taken into custody for Unauthorized Use of a Motor Vehicle. The stolen Silverado was successfully recovered and returned to its rightful owner.

This case highlights the importance of proactive patrol and coordinated response in protecting our community and recovering stolen property.

Always lock your vehicle and avoid leaving valuables in plain view.

North SAFFE would like to recognize three of our officers who were recently awarded the San Antonio Police Department Notice of Merit for their outstanding work and dedication to our community.

🔹 Officer Matthew Garcia #680 and Officer Johnny Hardaway #861 – Recognized for their role in the apprehension of a wanted suspect connected to multiple fatal overdose cases. Through persistence, teamwork, and proactive investigative efforts, Officer Garcia and Officer Hardaway successfully located and apprehended the individual. Their work ultimately contributed to a significant breakthrough in a DEA investigation, helping remove a dangerous offender from our community.

🔹 Officer Conner Talamas #1627 – Recognized for outstanding customer service. While working a traffic assignment, Officer Talamas assisted a stranded motorist who had struck debris and sustained a flat tire. He ensured the driver’s safety, coordinated traffic control, and went above and beyond by personally changing the tire—demonstrating professionalism, initiative, and a strong commitment to serving others.

We are proud of these officers for exemplifying the highest standards of service, integrity, and commitment to public safety.

🚨 Community Awareness: Cryptocurrency Fraud on the Rise 🚨

In 2025 and early 2026, cryptocurrency theft through fraud reached record levels. Did you know illicit actors stole approximately $17 billion in 2025 alone? This alarming surge is largely due to the “industrialization” of scams, where organized criminal groups use professional infrastructure and advanced technologies like AI to scale their operations.

The Special Investigations Section urges all victims of cryptocurrency-related fraud to report incidents to the San Antonio Police Department and also through the Federal Bureau of Investigation’s Internet Crime Complaint Center (IC3) 👉 Internet Crime Complaint Center at: https://www.ic3.gov/

📈 The City of San Antonio has seen a significant increase in these reported crimes. The San Antonio Police Department, in collaboration with partner agencies, is actively working to educate the public and raise awareness on how to recognize and avoid these scams.

👥 Our most vulnerable population continues to be our elderly community. We encourage everyone to take a moment to speak with your loved ones, neighbors, and community members—share knowledge, ask questions, and help protect one another.

We always look forward to this event each year! A big thank you to Crown of Life Lutheran Church & Preschool for inviting our North SAFFE Unit to be part of such a great day.

It was awesome getting to spend time with everyone, meet new faces, and connect with so many wonderful families. Events like this are what make our community so special.
