Transitional tiny homes work. There are examples all over country. This is one of the housing models that Rock Rose will utilize. More importantly is the on site connection to resources from our partner agencies.

🏆 Big goals are being scored off the field. Across the country, communities are proving that homelessness is becoming rare, brief, and nonrecurring.

From Dallas to Denver, Tulsa to San Diego, local leaders, service providers, housing partners, and community members are putting points on the board by helping more people move indoors and reducing homelessness.

The work isn't finished. But these cities are showing what's possible when communities come together around housing, data, and results.

After years of planning alongside our community partners, we’re ready to share an important next step. 𝗧𝗵𝗲 𝗖𝗼𝗻𝗰𝗵𝗼 𝗩𝗮𝗹𝗹𝗲𝘆 𝗥𝗼𝗰𝗸 𝗥𝗼𝘀𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗖𝗮𝗺𝗽𝘂𝘀 𝗶𝘀 𝗯𝗲𝗶𝗻𝗴 𝗽𝗹𝗮𝗻𝗻𝗲𝗱 𝗳𝗼𝗿 𝟭𝟮𝟭𝟰 𝗚𝗮𝘀 𝗣𝗹𝗮𝗻𝘁 𝗥𝗼𝗮𝗱 𝗶𝗻 𝗦𝗮𝗻 𝗔𝗻𝗴𝗲𝗹𝗼.

This isn’t something new we just dreamed up. This is the next step in work of over 30 partner agencies have been doing together for a long time.

You may be wondering what is the Rock Rose Campus? At its core, 𝘁𝗵𝗶𝘀 𝗶𝘀 𝗮 𝘀𝗲𝗿𝘃𝗶𝗰𝗲 𝗰𝗮𝗺𝗽𝘂𝘀. Partner agencies working together in one place to serve our community—especially our low-income neighbors.

The focus is simple:
* Health clinic access
* Workforce training and job readiness
* Addiction recovery
* Mental health and recovery support
* Food storage and distribution
* Housing and benefits navigation
* COAD (disaster response) operations and supply storage
- and so much more.

Right now, those services are scattered. This brings them together so people can get help faster—and get back on their feet.

Yes, there is a housing component. But let’s be clear: the overwhelming focus is services.

𝗪𝗵𝘆 𝘁𝗵𝗲 𝗻𝗮𝗺𝗲 “𝗖𝗼𝗻𝗰𝗵𝗼 𝗩𝗮𝗹𝗹𝗲𝘆 𝗥𝗼𝗰𝗸 𝗥𝗼𝘀𝗲 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗖𝗮𝗺𝗽𝘂𝘀”?
There are really three parts to it.
“Concho Valley” - That’s who this is for. Not just San Angelo, but the whole region. Everything we do is about serving this part of Texas—our neighbors, our families, our workforce.

“Rock Rose” - The rock rose is a native plant here. It grows in tough conditions. Doesn’t need much. But it’s steady—it shows up, and it lasts. That’s the idea behind the campus.

We’re not building something flashy. We’re building something that’s rooted, durable, and built to last—a place where people can find stability and grow from there.

And in a lot of ways, the rock rose is a visual metaphor for the people we serve. They’re resilient. They’ve weathered hard seasons. 𝗔𝗻𝗱 𝘄𝗵𝗲𝗻 𝗴𝗶𝘃𝗲𝗻 𝘁𝗵𝗲 𝗰𝗵𝗮𝗻𝗰𝗲—𝘄𝗵𝗲𝗻 𝘁𝗵𝗲 𝗿𝗶𝗴𝗵𝘁 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗶𝘀 𝗶𝗻 𝗽𝗹𝗮𝗰𝗲—𝘁𝗵𝗲𝘆 𝗱𝗼𝗻’𝘁 𝗷𝘂𝘀𝘁 𝘀𝘂𝗿𝘃𝗶𝘃𝗲, 𝘁𝗵𝗲𝘆 𝗯𝗹𝗼𝘀𝘀𝗼𝗺 𝗶𝗻𝘁𝗼 𝘀𝗼𝗺𝗲𝘁𝗵𝗶𝗻𝗴 𝘀𝘁𝗿𝗼𝗻𝗴 𝗮𝗻𝗱 𝗺𝗲𝗮𝗻𝗶𝗻𝗴𝗳𝘂𝗹.

“Community Campus” - This may be the most important part. This isn’t one program. It’s not one organization. And it’s not just housing. It’s a shared campus where 30+ partner agencies come together in one place. 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀. 𝗦𝘂𝗽𝗽𝗼𝗿𝘁. 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻. 𝗔 𝘀𝘆𝘀𝘁𝗲𝗺 𝘁𝗵𝗮𝘁 𝗮𝗰𝘁𝘂𝗮𝗹𝗹𝘆 𝘄𝗼𝗿𝗸𝘀.

So when you put it all together: It’s a place rooted in the Concho Valley, built to stand strong, where the community comes together to do this work the right way.

𝗛𝗼𝘄 𝘁𝗵𝗲 𝗖𝗮𝗺𝗽𝘂𝘀 𝗶𝘀 𝗗𝗲𝘀𝗶𝗴𝗻𝗲𝗱:
* Transitional Housing is intentionally located on the northeast side, away from existing homes
* The southern 40+ acres are planned for future residential development, spearheaded by Galilee CDC.
* The property is being proposed for rezoning from heavy manufacturing to commercial and residential uses.
* Multiple green-spaces are planned to create an inviting neighborhood feel...dog parks, community gardens, outdoor exercise spaces.

This is about long-term alignment with where our community is headed—not staying stuck in what that property used to be.

𝗟𝗲𝘁’𝘀 𝗧𝗮𝗹𝗸 𝗔𝗯𝗼𝘂𝘁 𝘁𝗵𝗲 𝗠𝘆𝘁𝗵𝘀:
We’ve heard them. So let’s address them directly.

**Myth #1: Housing for low-income or homeless neighbors increases crime and instability.
𝗧𝗿𝘂𝘁𝗵: 𝗪𝗲𝗹𝗹-𝗿𝘂𝗻 𝗲𝗻𝘃𝗶𝗿𝗼𝗻𝗺𝗲𝗻𝘁𝘀 𝘄𝗶𝘁𝗵 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗮𝗻𝗱 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗮𝗿𝗲 𝗯𝘂𝗶𝗹𝘁 𝘁𝗼 𝗿𝗲𝗱𝘂𝗰𝗲 𝗶𝗻𝘀𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆—𝗻𝗼𝘁 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗲 𝗶𝘁.

**Myth #2: This kind of project hurts businesses and property values.
𝗧𝗿𝘂𝘁𝗵: 𝗪𝗵𝗮𝘁 𝗵𝘂𝗿𝘁𝘀 𝗮𝗿𝗲𝗮𝘀 𝗶𝘀 𝗻𝗲𝗴𝗹𝗲𝗰𝘁. 𝗧𝗵𝗶𝘀 𝗽𝗿𝗼𝗷𝗲𝗰𝘁 𝗯𝗿𝗶𝗻𝗴𝘀 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁, 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲, 𝗮𝗻𝗱 𝗹𝗼𝗻𝗴-𝘁𝗲𝗿𝗺 𝘀𝘁𝗲𝘄𝗮𝗿𝗱𝘀𝗵𝗶𝗽.

**Myth #3: “This type of campus will bring crime into the area.”

**Myth #4: “This is just about homelessness.”

What’s taking shape here is bigger than a new office building.

This is about creating a community campus—a place where care, connection, and support come together in one shared space. Yes, CVCAA will be part of this. Our offices would relocate here.

But that is only one piece of the picture. In fact, CVCAA would occupy just a portion of one building. The larger vision is a campus designed around access, partnership, and service.

This space is being planned to include:
- A central intake point for community care
- A full health clinic
- Community meeting and gathering spaces
- Partner organizations just steps away across a shared pavilion
- Room to create unique, flexible spaces for both the community and our partners

That last part matters.

This campus is large enough to do something special.
To build spaces that respond to real needs.
To create opportunities we haven’t even imagined yet.

So start dreaming with us.

Because this isn’t about building something “for CVCAA.” It’s about building something that works better for the people we serve.

A place rebuilt for people, where care and connection meet.

That’s the heart of the Community Care & Connection Hub at Rock Rose.
This will be home to 30+ partner agencies working side by side—no wrong doors, no sending people across town, no starting over. Just one place where people can walk in and get what they need.

A place where:
- A family can shop at the bodega and put food on the table
- A neighbor can sit under a covered space and take a breath
- A partner agency can step out of their office and work shoulder to shoulder with others
- And where care doesn’t feel scattered—it feels connected

We learned a lot on July 4. We saw what happens when people come together fast, with purpose. This hub takes that same spirit and gives it a home—every day, not just in a crisis. Because community shouldn’t only show up in the worst moments.
It should be built into the everyday.

Rock Rose is more than a campus. It is the future home of Concho Valley Together COAD/LTRG and a permanent Resiliency Center for the work ahead. The work is built to strengthen disaster preparedness, coordinated response, and long-term recovery—while giving our partners a real home to operate, train, and stay ready.

July 4 showed us what we can do when we move fast together. Speed matters in a disaster. Coordination matters even more in recovery.

Rock Rose takes that lesson and turns it into something permanent.

A place to pre-position supplies.
A place to train.
A place to coordinate.
A place that helps us move faster the next time—because there will be a next time.

This becomes the backbone of readiness for the Concho Valley. More than 30 community partners are already part of this work—including the Red Cross and the agencies that stand up alongside the City of San Angelo and Tom Green County in emergency operations.

We moved fast on July 4. This makes us even faster.

What if we could take spaces once used for heavy manufacturing… and reimagine them as places for people?

At the Rock Rose Community Campus, that’s exactly what we’re working toward.

From an underutilized space between buildings…
To a welcoming, vibrant central greenspace designed for the entire community.
This vision turns concrete and parking into purpose:

🌿 Walking and meditation paths for reflection and healing
🌿 Seating and green space for rest, conversation, and dignity

This isn’t just beautification...it’s about changing the experience of seeking help.

For many, Rock Rose will be the first stop in a time of crisis.
Instead of confusion and stress, we want people to arrive in a space that says:

“You are welcome here.”
“You matter here.”

There are moments in a community’s story where you can feel the window open. This is one of those moments.

Right now, over the next few months, we have a real opportunity to rally around the Rock Rose Campus. We can finish what we started. We can raise the remaining funds needed to secure the property and have it ready as an inclement weather shelter by this winter.

We also want to acknowledge something important. There are other great projects being fundraised for in our community right now. Good ones. Worthy ones. Projects that will bring energy, growth, and pride to our region.

And here’s the truth: this is not an either/or conversation.
A healthy, thriving community does all of it.

We celebrate a vibrant arts scene.
We invest in sports and spaces that bring people together.
We support venues—a colosseum, the rodeo—that draw people in from the outside.
And we take care of our own.

Because right here at home, our low-income neighbors number in the thousands. Our ALICE families—asset limited, income constrained, employed—number in the tens of thousands. These are folks who are working hard and still one bad break away from crisis.

Taking care of them is not separate from what makes our community great. It is what makes our community great.
Rock Rose Campus is about dignity. It’s about safety. It’s about saying, “No one in our community should face the worst conditions alone.”

Now here’s where we need your help.

Yes—donating matters. It matters a lot. Every dollar moves this forward.

But sharing matters just as much.

There are people in this community who want to help. They just don’t know about this yet. You probably know a few of them. Folks in your network, your church, your workplace, your family—people who would step up if they understood the need and the moment we’re in.

Sometimes the most powerful thing you can do is making sure the right people hear the story.
