Here is the highlights of the June 1 meeting for the senate transportation committee.
1. Education
The group landed at not requiring the rider course as a pre-requisite for an endorsement. However, we do want to encourage more people to take the course.
DLD will look into offering the motorcycle written exam in Spanish.
We can explore increasing the subsidy from the state for the course to reduce the cost (~$260).
We can explore how to increase access to existing online resources and general public education about motorcycle safety.
DLD, can you share what is in the driver handbook and on the test for a Class D related to looking for motorcycles and lane filtering?
DPS/UDOT, can you share any statistics related to education and crashes?
2. Endorsement
The group landed at keeping the tiered endorsement system. One possible policy option is to let graduates of the rider course who use a course bike get an unrestricted endorsement. We also want to explore a tiered system based on weight or horsepower instead of engine size (cc).
3. Helmets
Many participants would advocate for a universal helmet law, but everyone understands the political realities of the situation. The group landed at leaving the current under 21 helmet law in place (no change).
4. Insurance
We did not get to this today and will address this at our next meeting.
5. Lane filtering
The group landed at keeping lane filtering, which will require legislation, but there are differing opinions on an extension vs. making it permanent. We also discussed increasing the speed limit from 45 mph to 55 mph, but this may not be the right year to do that.
6. Flashing light for visibility
Many people on the call supported this idea, but law enforcement is opposed.
Need to explore side lights, speed of flashing, color, and placement.
