SALISBURY, MD — The Salisbury Fire Department has been honored with the American Heart Association’s Mission: Lifeline® EMS Silver Achievement Award, recognizing its commitment to providing high-quality, evidence-based care to individuals experiencing the most severe forms of heart attacks and strokes.

This national award highlights the department’s dedication to improving outcomes for patients with life-threatening cardiovascular conditions by delivering timely, research-based care beginning in the prehospital setting.

We are proud to be recognized by the American Heart Association for our team’s commitment to excellence and our shared mission to improve patient outcomes. The Mission: Lifeline program enables us to apply best practices and clinical guidelines every day to give our patients the best possible chance of survival.”

Emergency medical services (EMS) play a critical role in the chain of survival, often initiating care up to an hour earlier than if the patient were to self-transport. EMS providers are trained in early recognition of heart attacks and strokes, resuscitation efforts, and rapid transport, all of which lead to faster interventions upon hospital arrival.

Mission: Lifeline® EMS is a national initiative of the American Heart Association aimed at enhancing systems of care for patients with high-risk, time-sensitive emergencies. The program supports collaboration across EMS agencies, emergency communications centers, and hospitals to eliminate barriers to prompt treatment from the initial 911 call through hospitalization and discharge.

“Arguably the most important link in the chain of survival for acute stroke and cardiovascular emergencies is emergency medical services and prehospital professionals,” said Kacey Kronenfeld, M.D., FAEMS, Chair of the American Heart Association's Mission: Lifeline EMS Taskforce. “Early identification, stabilization, and coordination within regional systems of care give patients the best chance for rapid, definitive therapies and positive outcomes.”

"This recognition reflects the dedication and excellence of the Salisbury Fire Department. We are proud of our firefighters and EMS personnel for the lifesaving care they provide to our community every day," said Mayor Randy Taylor.

The Mission: Lifeline EMS Silver Achievement Award recognizes agencies for their efforts to improve system-wide care and outcomes. By meeting specific program measures, The Salisbury Fire Department has demonstrated its dedication to delivering excellence at every step of the patient journey.

Dear Residents and Employees,

I am writing to you following the recent City Council vote regarding collective bargaining and the decision to discontinue the current union arrangement. This was not an easy decision, and it was made only after careful deliberation, extensive review, and a sincere commitment to the long-term financial well-being of both our employees and our community.

First and foremost, I want to be clear: our City deeply values its employees. The men and women who serve our community every day across all departments are the backbone of our local government. Your dedication, professionalism, and commitment to public service do not go unnoticed, and they remain essential to the success of our City.

At the same time, we are entrusted with the responsibility of maintaining a fiscally sustainable government that serves all residents. Over time, the financial costs associated with the current union agreement, including rising expenses and legal complexities, have followed a trajectory that is no longer financially sustainable. Continuing along this path would have placed increasing strain on our ability to maintain services, invest in infrastructure, and support our workforce in a balanced and responsible way.

The Council’s decision reflects the difficult but necessary step of addressing these realities now, rather than allowing challenges to grow unchecked in the future. It is not a reflection of the value of our employees, but rather a recognition that the structure we had in place was no longer viable for the long term.
Now, we move forward.

This moment offers an opportunity to return to open, honest, and constructive dialogue—one that fosters mutual respect, transparency, and shared understanding between staff and management. Our goal is to build a workplace environment where the needs of our employees are acknowledged and respected, while also ensuring that financial limitations are clearly understood and responsibly managed.

During a personal trip to Europe, a City of Salisbury staff member made a stop in our Sister City of Salisbury, England.

Donna, the Mayor's Office Executive Office Administrator, spent time with city representatives, toured historic and civic spaces, and got a closer look at the history, culture, and government of Salisbury, England. Continuing a friendship that’s been years in the making between our two communities.

She was warmly welcomed by the Mayor and City Council and presented with an engraved gift to mark the visit. In return, she shared a traditional Maryland crab mallet as a small piece of home from Salisbury, Maryland.

We’re truly grateful to Donna for making space during her personal travels to create this connection and represent Salisbury, Maryland in such a meaningful way.
