Oregon Chief Clerk of the House The Chief Clerk is the Parliamentarian for the Oregon House of Representatives

The Chief Clerk is the Parliamentarian for the Oregon House of Representatives and manages the administrative business of the House Chamber. Some of these duties include:

~ Advice and counsel on the House Rules and Mason's Manual

~ Managing opening ceremonies, the Honorary Page Program, and distributing official documents

~ Coordinating the Legislative process, including:
- Bill introduction

(assigning bill numbers to House Bills)
- Distribution of Alerts, Referral Lists, and Report Files
- Documentation and keeping of Roll Call sheets, Vote Tally sheets, House Rules, Official Publications, and House Journal

~ Interoffice support:
- Member and Staff stationary orders
- Management of Member offices and floors
- Copy machine pins and access
- Vouchering

โœ”๏ธ Familiarity with the Capitol buildingโ€™s layout is a plus

If youโ€™re tech-savvy, detail-oriented, and interested in learning the intricacies of a legislative session, this could be the perfect opportunity for you! The Tape Log Clerkโ€™s main function is to produce an accurate and detailed recording log for the House daily floor sessions. This critical function supports the transparency and historical record-keeping of legislative proceedings.

Key Responsibilities:
โœ… Producing an accurate and detailed tape log for the House daily floor sessions
โœ… Editing and proofreading of the tape log
โœ… Contributing to the daily journal revision team
โœ… Assisting with the accuracy and archival of legislative records
โœ… Manage incoming phone calls for the office

Requirements:
โœ”๏ธ Exceptional communication skills, both written and verbal
โœ”๏ธ Team player with a commitment to non-partisan service and confidentiality
โœ”๏ธ Proficiency with office technology, including the ability to use Outlook or other email clients

Steeped in tradition dating back to the 1900s, Oregon's Honorary Page Program is a unique opportunity for young minds to engage directly with the legislative process and gain invaluable experience at the Oregon State Capitol. โ€‹โ€‹

This is a one-day program, designed to provide students with a first-hand look at how the state legislature operates, promoting civic education and fostering an interest in government and public service.

As an honorary page, students will perform duties on the House Floor, participate in discussions and activities that will enhance understanding of state government, and will assist with day-to-day operations of the legislature.

As a tool for reaching out to the students of Oregon and the world, this program is on par with any legislatureโ€™s offerings in the United Statesโ€‹.

This program is open to middle school and high school students.

The Office of the Oregon Chief Clerk is looking for a dependable Sergeant at Arms for the 2025 Legislative Session! Youโ€™ll work on-site in Salem, collaborating with the Capitol Security Team and Oregon State Police to ensure smooth and secure operations in the House Chamber.

What Youโ€™ll Do:
โœ… Maintain order during legislative sessions
โœ… Enforce rules for guests, members, and media
โœ… Coordinate the daily schedules and duties of chamber staff
โœ… Monitor entry points and assist with emergency protocols
โœ… Help prepare the House chamber for sessions

Requirements:

Our interns will:

Historical fun fact: Did you know that the Declaration of Independence wasnโ€™t actually signed on July 4, 1776? Independence itself was formally declared on July 2, 1776, and the final text was approved by Congress on the 4th. The Declaration wasnโ€™t signed until August 2, 1776.

At 8:15 p.m. on Thursday, March 7, the 2024 Regular Session of the 82nd Legislative Assembly officially adjourned sine die!

On behalf of the staff of the Chief Clerkโ€™s office, we wanted to thank the 60 members we serve, their staff, and the various offices we worked with throughout these fast-paced and intensive 6 weeks. Your collaboration with us and your dedication to the process is vital to keep the wheels of the legislature turning.

We also want to take a moment to thank our own staff (who are not all pictured here). Some of you came into this session with new or different roles, quickly adjusted, and added immense value to our little team. Others have spent years (decades, even) serving our office and the House of Representatives with an unwavering loyalty. Thanks to every single one of you for your commitment to the work we do and for the love you all have for Oregon.

May you all have a refreshing interim!

The 82nd Legislative Assembly convenes today to organize for the 2024 Regular Session!

The Senate begins proceedings at 8:00 am, followed by the House at 8:30 am. All proceedings will be streamed live on OLIS: https://olis.oregonlegislature.gov/liz/2024R1/2024-02-05

OLIS is also where you will find information on every House and Senate measure being introduced today. House and Senate Committees are also scheduled to start meeting today.

As the 2024 Regular Session is only a scheduled 35 days, the process will move quickly. Stay up-to-date by following proceedings via OLIS: oregonlegislature.gov
