As a part of the City Budget Process, CM Coleman will be hosting Ward 4’s Budget Engagement Meeting on September 14th from 6-7:30 pm. It will be hosted at Hancock Rec Center, 1610 Hubbard Ave. There will also be a special presentation from the Office of Financial Empowerment regarding tenant protections. Bulky Item Program Changes

As of July 1, 2026, Saint Paul residents in 1-4-unit homes no longer need to schedule bulky item pickups ahead of garbage collection days.

How to prepare your bulky items for collection:
1. Place item(s) out by 6:00 a.m. on your regular garbage collection day
2. Label items with the word, “Bulky”
3. Set items next to, but not leaning against, your garbage cart

All items must be emptied of food and any liquids. For example, water heaters must be drained, refrigerators must be emptied, small engines drained of oil and gas.

On your garbage collection day:
-The garbage driver will place a special sticker on your item(s) labeled bulky.
-Within two business days, a separate truck will return to collect the bulky item(s).

Mattresses, box springs, and metal bed frames must still be scheduled for collection. These items are not considered bulkies and are collected by our partner Second Chance Recycling. Mattress collection is FREE and does not count toward your annual 12 bulky item total. To schedule a mattress pickup, visit www.stpaul.gov/mattressrecycling.
