We know that some applicants may feel anxious about what might appear in their background check. We want to reassure you:

Our goal is not to prevent someone from becoming licensed due to a past, minor infraction - especially if it does not affect your ability to work safely with the public or with animals.

Each background check is reviewed thoughtfully and individually. Many findings do not impact eligibility at all. If something does require additional review, we’ll contact you directly with next steps.

If you see the legal questions on your application marked as “open” or “pending review,” please know this is completely normal. It doesn’t mean there’s a problem - it simply means we’re waiting to compare your responses with the information we receive from your criminal background check. These items will be updated once we’ve completed that comparison.

We’re committed to supporting applicants through this new process and look forward to welcoming Minnesota’s first Licensed Veterinary Technicians soon!

The State Jurisprudence Exam is a required step for every applicant and will become available after you submit your application.

To access it, log into your portal, find the “Application” box, look for the green “Navigate,” and then click on the blue “State Exam” under it.

This exam is fully open‑resource - but be SURE you’re using the correct resources. Please rely exclusively on the documents linked at the bottom of our veterinary technician page on our Board website. These documents are based on the new Practice Act and were used to create the exam. Some of the older legislation is still posted on the Minnesota Legislature website and isn't accurate for the exam, so using it may lead you to incorrect answers.

The exam can be time‑intensive, and some applicants have reported spending up to three hours on it. It will save your progress as you go, but it must be completed in a single sitting, and once you select an answer and click “Next,” you cannot go back.

You can miss up to five questions and still pass. If you don’t pass, you will be notified and offered the opportunity to retake the exam (the fee is $75 for each attempt). Because the retake contains the same set of questions in a randomized order, we cannot provide details on which specific questions were answered incorrectly.

Remember: this exam isn’t meant to trip you up - it’s designed to ensure you understand the laws and standards that guide safe, legal veterinary practice in Minnesota. Using the correct resources and taking your time will give you the best possible chance of success.

Our small-but-mighty staff of two (Heather and Nikki) is hard at work doing initial reviews of all submitted applications. As we go through each one, you may see checklist items disappear, move to “completed,” or show as “pending review.” Please be assured this is normal as we prepare applications for final review.

Licenses will begin being issued July 1st, as required by statute. We can’t confirm licensure before that date, but those approved will receive an email starting on July 1st and license cards will start going out shortly after. Applicants applying by affidavit should expect a longer timeline due to required committee review.

With more than 1,600 applications, we truly appreciate your patience! Before calling or emailing, please take a moment to review our website and your application portal for answers. If you still can’t find what you need, feel free to reach us at [email protected].

Please don't email for application status updates - your portal checklist is the most accurate source, and we are still updating entries (currently through the first half of the alphabet). If your portal still shows incorrect information after June 15th, then please reach out.

Minnesota Statutes require that unlicensed veterinary employees perform specified veterinary services only under direct supervision. “Direct supervision” means the supervising veterinarian or licensed veterinary technician is in the immediate area, within audible or visual range, has an established veterinarian‑client‑patient relationship, and the supervising veterinarian assumes responsibility for the care being provided.

The statute also clarifies that generalized nursing tasks ordered by a veterinarian may be performed on inpatients when a veterinarian is not on the premises, and that unlicensed staff may provide lifesaving treatment in emergencies when no veterinarian is available and the animal’s condition is immediately life‑threatening.

These requirements help protect patients, support unlicensed team members, and ensure clinics remain compliant with Minnesota law.

Minnesota’s updated Practice Act creates several pathways for individuals to become Licensed Veterinary Technicians (LVTs). Here’s a closer look at the Traditional Pathway and the Temporary Alternative Pathway (TAP), both available starting July 1, 2026.

Traditional Pathway:
For new graduates and optional for current MVMA‑certified technicians in good standing.

Applicants must:
• Be at least 18 years old
• Graduate from an AVMA‑ or CVMA‑accredited veterinary technology program
• Have a passing VTNE score
• Complete the online application
• Complete the criminal background check
• Pass the Minnesota Veterinary Technician Jurisprudence Exam
• Submit VTNE scores and proof of education directly to the Board (these documents must come from the applicant so official records are available for future licensure portability)

Temporary Alternative Pathway (TAP) is available through July 1, 2031 for:
• MVMA‑certified technicians in good standing
• Non‑credentialed veterinary staff with qualifying experience
(Also referred to as the legacy or grandfathering clause.)

MVMA‑certified technicians using TAP:
• MVMA certification does not automatically convert to a state license.
• The MVMA will transfer education and VTNE verification for technicians in good standing, but applicants must still complete all other steps.
• Credentialed MVMA technicians are exempt from needing affidavits, regardless of when they submit their application.

Applicants must:
• Complete the online application
• Pay required fees
• Complete the criminal background check
• Pass the Jurisprudence Exam

Non‑credentialed staff using TAP may qualify with:
• 4,160 hours of verified veterinary technology experience in the last 5 years
These applicants must complete the application, fees, background check, Jurisprudence Exam, and submit five affidavits (two from DVMs and three from unrelated adults who can attest to their skills).

A point of clarification:
Because the Board cannot begin processing LVT applications until July 1, 2026, applicants who submit materials before that date do not need to include affidavits unless they are TAP applicants who are on‑the‑job‑trained. Once the LVT application portal opens, applicants may submit at any time, but affidavits are required only for TAP applicants using the on‑the‑job‑training route.

Feeling anxious after submitting your application? You’re not alone - and you’re doing great!

If you’ve hit “submit” and are wondering what happens next, here’s what actually helps move things forward (hint: it’s not emailing us right away 😉):

✔ Complete the State Jurisprudence Exam using the resources provided
✔ Keep an eye out for an email from the Criminal Background Check department - their messages sometimes land in spam/junk
✔ If needed, request Letters of Good Standing from any previous states and have them sent directly to our office
✔ Monitor your portal checklist for updates

A big, important reminder:
Please give us time to complete the initial review of your application. We use that first look to remove unneeded checklist items and update anything we’ve already received. This step takes time, but it helps prevent confusion later on.

If your portal checklist still hasn’t changed by June 15th, or something appears incorrect (like an item still showing that you know you submitted), then yes - absolutely reach out and we’ll be happy to help.

Did you know? Under Minnesota Statute 156.18, every veterinary prescription must include:

- Prescriber & client info
- Animal species
- Drug name, strength, and quantity
- Date of issue
- Directions for use
- Withdrawal time & expiration date
- Number of authorized refills

Additionally, any drug dispensed (including extra-label or OTC use) must feature a label or written information covering the vet’s name/address, fill date, patient species, drug details, usage directions, withdrawal time, and any necessary cautionary statements.

These measures ensure safe, responsible, and traceable veterinary prescribing practices throughout Minnesota.
