Saint Paul Declares a Snow Emergency on Sunday, March 15

The City has declared a Snow Emergency today to begin tomorrow, Sunday, March 15 at 9 p.m. This snow emergency is being declared a day early in anticipation of heavy snowfall and winds that will start this evening and continue through Sunday evening.

Additional Preparations for Weekend Snowstorm

Free overnight parking will be available to residents at the Block 19 Ramp (145 East 7th St.) starting today, Saturday, March 14 at 5 p.m. and must exit no later than Monday, March 16 at 5 p.m.

Garbage and recycling collection is cancelled for Monday, March 16. Do not put any garbage or recycling carts out for Monday. If you have Monday or Tuesday collection, put your carts out by 6:00 a.m. on Tuesday. Wednesday through Friday collection days should put their carts out on their regular collection day. For more information about the collection schedule for this week, visit www.stpaul.gov/garbage

With the significant snow totals of wet and heavy snow, the city's plowing effort will take longer than normal. Night Plow Routes may not be completed until later on Monday morning and then Day Plow Routes could start later and/or completion of all routes would happen by late evening on Monday.

Snow Emergency parking rules will begin on Sunday (3/15/2026) at 9 p.m. Move your vehicles off downtown streets or any street marked “Night Plow Route” or “Night Plow Route This Side of Street” before 9 p.m. to avoid a ticket and tow.

Monday (3/15/2026), crews will plow “Day Plow Routes.” beginning at 8 a.m. Day Plow Routes do not have signs. Always follow all posted street signs. Do not park vehicles where signs indicate "No Parking." To avoid a ticket or tow, do not park in areas where streets are not plowed to the curb.

A Snow Emergency lasts 96 hours, or until Thursday, March 19, 2026 at 9 p.m.

The Read Brave program is something I look forward to every year. This year's book Lobizona, by Romina Garber, is a story our city needs right now.

Our community had the chance to meet and chat with the Author at our library last night and discuss the book and explore it's story that hits so close to home right now. A story of the trauma and fear our immigrant neighbors can face, more importantly about how a community can come together and care for each other and be strong for each other.

It was a wonderful night and I'm grateful to SPPL Director Hartman, her amazing staff, Beth Burns and the Friends of the Library, and of course Romina Garber for her story. I feel tremendously honored to serve as our library board chair. Our libraries such a special place of connection for our community.

Neighbors,

Last week I authored and our Council unanimously passed a resolution requesting the MPCA require a full clean-up of the Area C site at Highland Bridge.

You may know it as a State Fair shuttle site but beneath the concrete are years and years of pollution from the early days of the Ford Plant. The MPCA's current recommendation is for stabilization and monitoring. I and others in our community would like to go further.

A full clean up will return this parcel of important land to the conversation of our future. We can do more than the minimum and I am confident we can do so safely.

I'm grateful for the support of my Council colleagues, Mayor Her, Representative Dave Pinto, and State Senate Majority Leader Erin Murphy.

Neighborhood activists and the city say the partial cleanup plan favored by the Minnesota Pollution Control Agency is not enough. A decision is coming soon.

This morning, Tom Homan announced an end to Operation Metro Surge. I will believe it when I see it.

I will believe it when parents no longer feel the need to guard their schools. I will believe it when small businesses reopen. I will believe it when our neighbors come out of hiding.

ICE and DHS have a long record of lying, cruelty, and incompetence. They have turned our community upside down as a political stunt. Political punishment from a petulant federal administration. Their exit from our community is not enough, they will just bring their misery to another community. The organization should be abolished, its members held responsible for the innumerable crimes and constitutional violations committed in our community, and its budget spent on restitution for the harms done to our neighbors.

Our legislative work at Council continues. We will continue to pass legislation to curb the cruelties of ICE until our constituents tell us to stop, not when the Federal employees wreaking havoc do.

I saw someone say “Play through the whistle Minnesota.” and I think they were right. I am so impressed with our community. The love and strength we’ve shown for each other. We can and will continue to protect ourselves and our neighbors until this nightmare finally, actually, recedes.

It is January 24th. I feel the need to date communications now given the frequency of the violence our community is facing. There is video circulating from this morning of ICE Agents beating and executing Alex Pretti - a 37 year old ICU nurse. These agents have collected witnesses, confiscated phones with video, and stymied the work of actual law enforcement.

I do not believe that ICE is a law enforcement agency. They behave like animals, lawless, dumb, and without compassion. Young children are being detained, many are afraid to go to school, community members afraid to go to leave their homes for work or even to go to the doctor. They have been sent and stationed in our home to harm us and to intimidate us. They are succeeding on the first count. Yesterday’s protest on the Day of Truth and Freedom illustrates they continue to fail on the second.

Governor Tim Walz’s mobilization of the Minnesota National Guard should not be to pacify our cities but instead to regain control of murder investigations from obviously out of control Federal Agents and to restore peace and quell the fear caused by the lawless, reckless actions of those same agents.

I will continue to utilize the authority of our council to slow and stop the criminal actions of these Federal Agents in what meager ways we are able. I will continue to join my neighbors on the street as they labor in the cold to protect their neighbors and loved ones.

If you are afraid, I understand, you have every reason to be. Care for yourself. Your safety is the most important thing right now; but know that bravery is not the absence of fear. It is the courage to act in spite of the fear.

If you are volunteering to protect and feed your neighbors: Continue. You are the strength we need to win and persevere. We will protect our home. We will protect our Peace.

If you are not yet volunteering and do not know where to begin: Introduce yourself to your neighbors, serve them in any small way that you can, build the trust you need to step up further. Take an errand from someone. Watch the kids for someone. Feed someone. Lighten their load.

Minnesota will persevere. Minnesota will win.

The Federal occupation of our city has been brutal. Businesses closing, neighbors disappearing, fear in our everyday lives.

But I’ve seen bravery, standing in the cold with neighbors I’ve never met, keeping our eyes out for our kids and the vulnerable. Neighbors who’ve said things like “I’m not really political but here I am.” They’re making the effort to spend their money at local impacted businesses. It’s a silver lining to a very dark cloud.

I’m furious. The hardest part of getting our kids to and from school should be getting their boots on before the bus arrives. Not protecting their classmates, parents, and educators from abduction.

I’m going to continue to be out with you. I’m going to continue to support Councilmember Coleman in developing the strongest Separation Ordinance possible. I’m going to continue to do all that I can to support our city staff as they work through this impossible moment to continue the everyday, mundane work of the city.

Continue to support each other. We are strongest together and we will get through this.

We are experiencing the federal occupation of Minnesota. There have been countless acts of violence by ICE across the city and here in our home in Ward 3. Unnecessary, useless violence disrupting our community.

ICE must go. ICE should not be here. We should be able to live our lives freely and safely in our city.

If you feel the need to act in this moment as so many of us do, take the time to train yourself to observe and protest safely as a constitutional observer. Organize with your neighbors, make yourself of service to them. Give them your time, your energy, and your care in this impossible moment.

Monarca Trainings are currently at capacity but more are being offered through neighborhood organizations on an ad hoc basis.
