Senator Ann H. Rest: The Great Lakes Restoration Initiative passed by Congress authorizes $47.5 million in federal funding to support this project. Minnesota must authorize the MPCA’s bonding request to leverage these federal dollars now or they will be lost. This proposal is critical for the health of our state and the legacy of clean water for generations to come.

Bonding is a critical component of what we do at the state Legislature. The state owns billions of dollars’ worth of property and real estate, and it is the state’s responsibility to take care of it. The 2016 Senate bonding bill would be a $1.5 billion investment in our future.

An average of 81 trains travel on this line, owned by Burlington Northern Santa Fe Railway (BNSF) — many as long as 125 cars in length. To make matters more congested, this region is also a staging area, where trains will wait for clearance to enter the nearby Northtown Rail Yard. The staged trains can block traffic for extended periods of time and also delay emergency response vehicles.

This fall the Senate Capital Investment Committee toured the entire state of Minnesota over the course of six weeks of travel. During that time we vetted 230 projects totaling $2.2 billion dollars. From small towns with tight quarters to big cities with large accommodations – we met hundreds of civic leaders, from engineers to city managers.
