Last fall the Department of Human Services identified 14 types of Medicaid services vulnerable to theft or misuse, and labeled those services “high-risk” programs.

The list gives legislators an obvious assignment: cut the number of high-risk programs from 14 to 0, without jeopardizing care for hundreds of thousands of seniors, families and people with disabilities.

The legislation I have proposed creates a universal approach to cut down on the vulnerability to theft and misuse in these systems, with safeguards from end-to-end and start to finish.
