I have observed several conversations about this year’s Town Meeting and the information in the Town Report. First, I am excited that the community is reviewing this and is engaged in Town business. Governmental accounting is complex and different from accounting typically encountered in the business world. Governmental funds are cash basis so revenue and expenses are booked when received or spent.

For example, the fire truck bond proceeds were recognized when received in April 2025. Typically, revenue is deferred until the expense is incurred; however, under a cash basis, the events are in two different fiscal years. Because of this, timing, revenues, and expenses spanning over separate Fiscal Year ends, surpluses and deficits ebb and flow and we balance things out over multiple years.

The Town of St Johnsbury is lucky to have a Finance Officer who is as knowledgeable on the topic as Lesley Russ. I work very closely with Lesley and rely on her technical expertise. Because of her, the Town has a 10-year track record of clean audit reports conducted by an independent auditor. Over a 10-year period, the General Fund currently has a $2.4M surplus, and the Special Services Fund has a 10-year surplus of $118,000.

The Highway Fund was heavily impacted by the 2024 floods, with $3.2M in damages last year; however, we have been receiving reimbursements from FEMA and the State Emergency Management Agency. Once all those funds have been received, we will have a 10-year surplus in the Highway Fund of just over $600,000.

We strive for fiscal responsibility and are working hard to advance the Town with the community's support. I encourage residents, taxpayers, and business owners to reach out to me with questions, comments, or concerns. I look forward to the Town Meeting on Monday evening.

Town Manager
