Helena is located in the center of the world famous wine growing Napa Valley, 65 miles north of San Francisco. The area was settled in 1834 as part of General Vallejo's land grant. Helena was incorporated as a City on March 24, 1876 and reincorporated on May 14, 1889. The City from its inception has served as a rural agricultural center. Over the years, with the growth and development of the wine

industry, the City has become an important business and banking center for the wine industry. The City also receives many visitors as a result of the wine industry and the area's scenic qualities. The main goal of the City is to maintain a small-town atmosphere and to provide quality services to its citizens. Helena as of 2000 is 5,950. Helena is a full service City and encompasses an area of 4 square miles. The City's General Fund Budget is approximately $6.7 million and the City has an assessed valuation of $1,031,356,008. Helena is a General Law City and operates under the Council-City Manager form of government. The City Council is the governing body and has the power to make and enforce all laws and set policy related to municipal affairs. The City Manager is responsible for carrying out the policies of the City Council and for the proper and efficient management of municipal activities. The City Manager directs and manages the various departments and municipal services through appointed Department Heads who directly supervise and administer the various City programs, services, and activities.

🚧 Hudson Avenue Water Line Break Update 🚧

Just before 3 p.m. on June 10, during sewer manhole installation for the Hudson Avenue Sewer Project, a contractor accidentally damaged an older water line buried beneath concrete. The incident affected approximately 52 customers in the surrounding area.

City crews responded immediately, isolated the damaged section, and contractors completed repairs the same evening. Water service was fully restored by 10 p.m.

Throughout the incident, City crews remained in contact with impacted residents and continue to monitor water quality to ensure safe and reliable service.

🏘️ The City has initiated a public outreach process to evaluate potential updates to the City’s existing Short-Term Rental (STR) Ordinance.

As part of this process, the City is seeking public input regarding potential ordinance updates prior to formal consideration by the Planning Commission and City Council. Topics under consideration may include STR permit limits, annual renewals and monitoring requirements, Transient Occupancy Tax (TOT) reporting procedures, operational and enforcement standards, and other administrative updates intended to improve implementation and long-term management of the City’s STR program.

We currently have an opening on the Active Transportation Advisory Committee (ATAC) to the Napa Valley Transportation Authority (NVTA). This committee helps advance Napa Valley’s vision of becoming more bicycle- and pedestrian-friendly while promoting sustainable transportation options. Meetings are held every other month on the fourth Monday at 5:30 p.m. in Napa.

In addition, several City Boards and Commissions have terms expiring at the end of June 2026, including:
• Active Transportation and Sustainability Committee (ATSC)
• Finance Committee
• Library Board of Trustees
• Parks and Recreation Committee
• Planning Commission
