Helena is located in the center of the world famous wine growing Napa Valley, 65 miles north of San Francisco. The area was settled in 1834 as part of General Vallejo's land grant. Helena was incorporated as a City on March 24, 1876 and reincorporated on May 14, 1889. The City from its inception has served as a rural agricultural center. Over the years, with the growth and development of the wine industry, the City has become an important business and banking center for the wine industry. The City also receives many visitors as a result of the wine industry and the area's scenic qualities. The main goal of the City is to maintain a small-town atmosphere and to provide quality services to its citizens. Helena as of 2000 is 5,950. Helena is a full service City and encompasses an area of 4 square miles. The City's General Fund Budget is approximately $6.7 million and the City has an assessed valuation of $1,031,356,008. Helena is a General Law City and operates under the Council-City Manager form of government. The City Council is the governing body and has the power to make and enforce all laws and set policy related to municipal affairs. The City Manager is responsible for carrying out the policies of the City Council and for the proper and efficient management of municipal activities. The City Manager directs and manages the various departments and municipal services through appointed Department Heads who directly supervise and administer the various City programs, services, and activities.

Let’s come together to KEEP NAPA CLEAN! Join the City of St. Helena and Napa County Resource Conservation District (Napa RCD) for California Coastal Cleanup Day, a statewide effort to protect our waterways and communities from litter and pollution.

Napa County will have multiple cleanup sites stretching from Calistoga to American Canyon, giving everyone an opportunity to pitch in and make a difference.

💧 Your own water bottle
👟 Sturdy shoes and long pants
☀️ Sun protection and layers for the weather

🗳️ On November 3, 2026, St. Helena voters will decide on Measure S, the "St. Helena City Services Measure."

👉 Measure S would establish a locally controlled one-half cent (0.5¢) general sales tax to support general City services. If approved, it is projected to generate approximately $2 million annually until ended by voters.

Did your property experience impacts, such as ruined laundry, due to water discoloration following the July 18 tour bus/fire hydrant incident?

The City of St. Helena encourages affected residents and businesses to submit an official Claim for Damages Form by end of day Thursday, September 10.

🔗 Submit a Claim for Damages Form: cityofsthelena.gov/533/Claims

Filing a claim does not guarantee payment. However, the City will actively pursue full reimbursement from the responsible party’s insurance company and plans to distribute recovered funds directly to eligible residents who submit claims by the deadline.

💧 Water Use Credits: City staff are also developing a program to reimburse water customers for water used or wasted at their homes or businesses during discolored-water incidents. The proposal is expected to go before the City Council for review on September 8 or September 22.

🏛️ On July 7, 2026, the St. Helena City Council unanimously adopted Resolution No. 2026-070, officially placing the St. Helena City Services Measure on the November 3, 2026 ballot as Measure S.

Measure S is a proposed locally controlled one-half cent (½¢) general sales tax projected to generate approximately $2 million annually for St. Helena services until ended by voters.

Funds generated could be directed towards:
🚨 Maintaining 911 emergency and fire response
🛣️ Repairing local roads, potholes, and sidewalks
🔥 Improving brush clearance and wildfire risk reduction programs
🌳 Maintaining local parks, youth programs, and City facilities
