The Executive Leaders Program at the Center for Homeland Defense and Security is a graduate-level leadership development program designed for senior homeland security, public safety, emergency management, military, and government executives.

As the city’s population has grown, the city has added additional police officers, firefighters, and fire stations to serve our residents. The charts below show the population growth, the growth in our property tax revenue, and the growth in Public Safety spending in the city. Although the original proposed language guaranteed funding levels for law enforcement and firefighting, the bill headed to the ballot in November does not contain language requiring that law enforcement and fire budgets remain at or above current levels. All property taxes collected by the City of St. Cloud go to the city's General Fund. The General Fund pays for city services such as police, fire, and emergency medical response, as well as paving and street maintenance, maintaining city parks and facilities, recreation programs such as classes and summer camps, IT, and administrative costs. But property taxes do not cover all those expenses. The charts below show where our General Fund revenues come, and where they're spent.
