COUNCIL MEETING RECAP - JUNE 11, 2026
During tonight's public meeting, City Council voted to amend an existing agreement between Osceola County, Roan Bridge Properties, LLC, and the City of St. Cloud. The Roan Bridge project, which already had entitlements, is located west of Old Hickory Tree Road, south of 19th Street, north of Nolte Road, and east of Orange Avenue. The development will be comprised of 1,207 residential units and 100,000 square feet of commercial space, to be constructed in three phases.
In 2024, the City requested that the developer construct Orange Avenue beyond the project frontage and extend it to Nolte Road, creating an alternative north–south connector that will ultimately link Mildred Bass Road to US 192.
Under the amended agreement, the City agrees to offset the developer's cost of $16,908,498.53 for design, permitting, and construction of framework streets and improvements along Fertic Road, Orange Avenue, and Old Hickory Tree Road through mobility fee credits. The final mobility fee credit amount provided to the developer will be based on the actual right-of-way acquisition and construction costs documented and submitted to the City after the improvements have been completed.
The amended agreement will be sent to Osceola County BCC for their approval.
New Permit Requirements for Commercial Use of Public Property
The City Council discussed, and ultimately approved an ordinance that establishes permit requirements for any individual or business wishing to use City-owned parks and facilities for commercial purposes, including hosting classes, activities, and more. The ordinance also sets penalties for violations.
Downtown Hotel Update
City attorney Dan Mantzaris provided an update to Council on the Special Magistrate's order to the privately-owned St. Cloud Hotel. After lengthy delays, a new building permit has been obtained, and owners have until March of 2027 to complete renovations and receive their certificate of occupancy. City Council also requested the city attorney bring back information about possibly establishing code enforcement board, instead of a special magistrate.
In other action, Council:
· Recognized City Arborist Keith Sabisch as Employee of the Month. Sabisch, who works in the Parks & Recreation Department, puts forth exceptional effort to save trees for relocation that would normally have been cut down
· Approved items on the Consent Agenda, except for item 8, which was for an agreement with the Building Empowerment Chamber of Commerce
· Adopted a proclamation declaring the month of June as Home Ownership Month in the City of St. Cloud
· Adopted a proclamation declaring June 11, 2026 as June Renick Day in the City of St. Cloud
· Reappointed SCPD Sgt. Corey Targia to the Fire and Police Pension Board
During Closing Discussions:
· City Manager Veronica Miller recognized the achievements of the City Code Enforcement Department for their recent accreditation. Miller also shared with Council that two city projects taken to Tallahassee by Rep. Paula Stark and State Senator Kristen Arrington, including improvements to Hopkins Park and the City's lightning alert system, have been included in the state budget to be funded – pending approval by Governor DeSantis
· Council Member Jennifer Paul addressed a resident's concerns over litter, and discussed the Florida League of Cities IEMC course that she completed recently
· Deputy Mayor Ken Gilbert extended an invitation to meeting attendees to learn more about how city government functions
· Mayor Chris Robertson gave an update on a recent St. Cloud visit by US Senator Ashley Moody, and addressed concerns over the upcoming vote over property tax exemptions. Mayor Robertson also discussed steps to return the city motto to Soldier City, instead of the current Your Centerplace for Life
