ST. CHARLES, Ill. (June 16, 2026) – In addition to having extra officers to assist with traffic control and pedestrian safety during the annual 4th of July fireworks celebration, the St. Charles Police Department will also have patrol units focused on identifying and stopping impaired drivers.

The traffic safety campaign will run from June 26th through the early morning hours of July 5th.

The St. Charles Police Department will also participate in the No Refusal event coordinated by the Kane County State’s Attorney’s Office during the 4th of July weekend. This partnership will help address impaired driving to ensure a safe holiday celebration for everyone in the community.

The “Drive Sober or Get Pulled Over,” “Drive High Get a DUI” and “Click It or Ticket” programs are made possible by federal highway safety funds administered by the Illinois Department of Transportation. The enforcement period runs concurrently with IDOT’s media campaign, reminding motorists that “It’s Not a Game” to drive impaired.

Police activity - this is a planned training exercise. There is no emergency and no active threat near the Charlestowne Mall property. Please avoid the area to allow law enforcement to have the necessary space to conduct training. St. Charles PD is partnering with other law enforcement during realistic training exercises ensuring our first responders are prepared to keep our community safe.

***RETIREMENT ANNOUNCEMENT***

Today, we celebrate and say thank you for 26 years of service to the residents of St. Charles, as Deputy Chief Rich Clark retires from the Police Department!

Deputy Chief Clark began his law enforcement career in 1996 with the Bloomingdale Police Department as a 911 Dispatcher and Community Service Officer (CSO). In 2000, he tested for and was hired by the St. Charles Police Department, where he has had a fulfilling career.

During his tenure, DC Clark served many roles with the department, including Patrol Officer, Traffic Safety Officer, Field Training Officer, SFST Instructor, EVOC Instructor, and Evidence Technician, to name a few.

In 2016, he was promoted to the rank of Sergeant, and in 2019, was further promoted to the rank of Commander. While serving as Commander, he led the department's Special Services Unit and later the Patrol Division. In March of 2025, he was promoted to Deputy Chief.

During his career, Deputy Chief Clark was twice awarded the department’s Medal of Merit and, in 2006, was the recipient of the department’s Medal of Valor. In May of 2023, DC Clark created the department’s page and has remained our primary poster and Administrator until today.

On behalf of the entire St. Charles Police Department, thank you, Deputy Chief Clark. You have left a lasting impression on everyone you worked with, both within the Police Department and in the community. We wish you great health and happiness in your retirement!

*** SAFE 64 INITIATIVE ***

On June 4, 2026, the St. Charles Police Department will join law enforcement agencies from Kane and DuPage Counties for the SAFE 64 Traffic Safety Initiative, a coordinated traffic safety campaign along the Illinois Route 64 corridor.

This initiative brings together regional law enforcement partners in a unified effort to reduce dangerous driving behaviors that contribute to serious crashes, injuries, and fatalities.

Motorists can expect increased enforcement focused on speeding, distracted driving, impaired driving, aggressive driving, and seatbelt violations. Through a combination of education, enforcement, and regional collaboration, SAFE 64 aims to improve roadway safety and encourage voluntary compliance with traffic laws.

ST. CHARLES, Ill. (May 27, 2026) – The St. Charles Police Department conducted additional traffic enforcement in the week leading up to and including Memorial Day. These extra patrols were held in conjunction with the nationwide Click It or Ticket/Drive Sober or Get Pulled Over enforcement effort. The St. Charles Police joined other state and local law enforcement agencies across Illinois with their effort.

During the mobilization, the detailed officers issued:

• 1 driver a citation for driving without a valid license.
• 6 citations for seat belt violations.
• 15 citations for Speeding.
• 7 citations for Distracted Driving.
• 7 citations for other offenses.
• 11 warning tickets for a variety of driving infractions.

The Click It or Ticket/Drive Sober or Get Pulled Over mobilization was made possible with federal highway safety funds administered by the Illinois Department of Transportation.

Thank you to our incredible community for supporting the 23rd annual Cop on a Rooftop benefiting Special Olympics Illinois! Together, we raised $4,323 between the two St. Charles Dunkin’ locations.

On the morning of Friday, May 15, City of St. Charles, IL Police Department officers were perched on top of the Dunkin’ locations at 1566 E. Main Street and 1711 W. Main Street. Customers who donated received Dunkin’ coupons, and supporters also purchased raffle tickets and Special Olympics merch throughout the event.

Reminder!

This Friday, May 15th, is “Cop on a Rooftop” at two Dunkin’ locations here in St. Charles!

St. Charles Police Officers will be posted on the rooftops at two St. Charles Dunkin’ locations: 1711 W. Main St. and 1566 E. Main St. We will be up there to help raise money for the annual “Cop on a Rooftop” fundraiser benefitting Special Olympics Illinois.

Stop by the St. Charles Dunkin’ stores from 5 a.m. to noon. Customers who donate will be given a coupon for a free donut. Donors giving $10 or more will receive a coupon for a free medium or hot coffee! There will also be Special Olympics merchandise for sale, such as hats, shirts, and more.

St. Charles Police Increase DUI and Seat Belt Patrols Around Memorial Day

ST. CHARLES, IL (May 11, 2026) – The St. Charles Police Department is joining law enforcement agencies across Illinois for the 2026 “Click It or Ticket” campaign running May 15-26 during the Memorial Day travel period.

“Before you drive, buckle up,” said Commander Rob Vicicondi. “Seat belts save lives, and our department is committed to keeping the roads safe.”

Officers will conduct high-visibility enforcement day and night, focusing on seat belt violations. Motorists who fail to buckle up can expect to be stopped and ticketed.

Illinois law requires all drivers and passengers to wear seat belts. While usage has increased to 93% in 2025, unrestrained fatalities remain a concern — especially at night.

The “Click It or Ticket” initiative is funded with federal highway safety funds administered by the Illinois Department of Transportation. For more information on safe driving practices, visit ItsNotaGameIllinois.com.

On Wednesday, May 6th, the Wayne Police Department and St. Charles Police Department teamed up to conduct a traffic safety initiative along Dunham Road and Kirk Road to combat distracted driving and help reduce traffic crashes. St. Charles Police Release April Distracted Driving Grant Numbers

ST. CHARLES, Ill. (May 6, 2026) – The St. Charles Police Department worked in conjunction with the state of Illinois to bring awareness and conduct enforcement regarding distracted driving and the crashes that often directly result from drivers not focusing on the road.

During the month-long campaign that took place at various times and dates across both the morning and evening, the St. Charles Police wrote:
• 59 citations for Distracted Driving.
• 10 citations for Speeding.
• 11 citations for other offenses.
• 2 citations for non-seat belted occupants.
• 3 drivers received citations for not having a valid Driver’s License.
• 1 driver was arrested for having a suspended/revoked Driver’s License
• There were also 12 warning citations issued for a variety of violations.

“Distracted driving continues to pose a significant danger on our roadways, and even a brief lapse in attention can have life-altering consequences,” said Commander Rob Vicicondi. “Through high-visibility enforcement, we aim to reinforce the importance of staying fully focused while driving. Although April has passed, our commitment has not. The St. Charles Police Department will remain proactive in enforcing distracted driving laws and encouraging drivers to put their phones away every time they get behind the wheel.”

Police remind drivers that unless they are in an emergency situation or calling 911, to discontinue using their phone until they have safely arrived at a destination. Several phone carriers even provide an option for drivers to block calls and texts while driving in an effort to discourage unsafe distracted driving habits.

The Distracted Driving /Click It or Ticket/Drive Sober or Get Pulled Over mobilizations are made possible with federal highway safety funds administered by the Illinois Department of Transportation.
