The Northwest State Correctional Facility (NWSCF), located in Swanton, is one of the primary correctional institutions operated by the Vermont Department of Corrections. It was established in 1969s as part of Vermont’s broader effort to modernize its correctional system and address growing inmate populations across the state. Originally designed as a medium-security facility, NWSCF has evolved ove

r the decades into a multi-level institution housing individuals with a range of custody classifications, including minimum, medium, and close custody. Its development reflected a statewide shift toward more structured, professionalized corrections operations, emphasizing both security and rehabilitation. Throughout its history, NWSCF has played a critical role in the state’s correctional strategy by:

Serving as a regional hub for incarceration in northwestern Vermont
Supporting intake, classification, and transitional programming
Implementing evidence-based practices focused on reducing recidivism

In the 2000s and beyond, the facility continued to adapt to changing correctional philosophies, incorporating programming related to education, vocational training, and behavioral intervention. Like many modern correctional institutions, NWSCF balances its core mission of safety and security with efforts to prepare incarcerated individuals for successful reentry into the community. Today, NWSCF remains a key component of Vermont’s correctional infrastructure, reflecting decades of operational evolution, policy reform, and ongoing commitment to both public safety and rehabilitation.

Today, our cadets are learning about the proper use of the Restraint Chair as part of their ongoing training.

This training focuses not only on the correct application and operation of the equipment, but also on the importance of safety, communication, teamwork, monitoring, documentation, and following established policy and procedure.

The restraint chair is a serious intervention used only when circumstances require it. Understanding when its use is appropriate—and how to use it safely and professionally—is an important part of preparing correctional officers for the realities of working inside a correctional facility.

Hands-on training like this gives our cadets the opportunity to build confidence, develop practical skills, and understand the responsibility that comes with maintaining the safety and security of everyone within the facility.

Another important step in their journey toward becoming professional correctional officers.
