“Codes exist to maintain a minimum standard that helps to improve both the safety and appearance of the community. For example, we want to make sure that landlords take care of their tenants. Landlords, just like any other business, are providing a service to citizens. That service is a home that’s in proper condition and if they’re not doing that, the city can step in.

If citizens want to bring something to our attention, they can call our number: 989-399-1311. That’s the city’s general number; the inspections office is extension number three. Callers should be prepared to give us as much information as possible, including an address and what the issue is. The complaint will be given to one of our four inspectors, and they will go out there to look at the issue and then, if it violates a code, start a case against it. We’ll contact the property owner and give them a few days to take care of it or contact us. If they contact us, they can get more time. If they don’t contact us or fix the issue, they receive a fine.”

“The Master Plan looks at where we were in the past, where we are right now, and where we want to go in the future. State law requires that we update the Master Plan every five years, and in 2027, we’re updating the Master Plan. The updating process looks at the current plan and asks, does this still make sense? Are there changes that we want to make? The process takes about a year as we evaluate each one of the chapters. We update all the demographic, social, and economic data, and the facilities the city owns. We’ll look at water, sewer, roads, trails, parks, and historic districts—essentially all of the city’s assets and how they’re interconnected.

Public participation will be a part of that process, and it usually starts with a survey that goes through infrastructure, housing, commercial, industrial and asks people what they want to see. After that, the draft Master Plan goes to the Planning Commission. From there, anybody can come to the planning commission meetings and express their thoughts for consideration. Then, before it’s adopted, there will be a public hearing for citizens to contribute their thoughts as well.”

—Christina McEmber, City of Saginaw
