Serving the Arenac, Bay, Clare, Gladwin, Gratiot, Huron, Iosco, Isabella, Midland, Ogemaw, Roscommon, Saginaw, Sanilac, Tuscola Counties, and the Saginaw Chippewa Indian Tribe. The East Michigan Council of Governments (EMCOG) provides a regional forum to discuss issues of mutual interest and concern, and to develop recommendations and plans to address those issues.
