CA Lower American River Conservancy Supporting the Lower American River Conservancy Act of 2016 to restore, enhance, and protect the American River Parkway. Sponsored by Asm Kevin McCarty.

Assemblymember Kevin McCarty is pushing the State Legislature to approve AB 1716 to create a Lower American River Conservancy (LARC). A State Conservancy for the American River Parkway area would allow our County, municipalities, and local groups to skip the statewide bidding process for water and park bond money by allowing them to go straight to a locally-controlled Conservancy Board for fundin

g to enhance our beautiful Parkway. A Conservancy does not interfere with any existing jurisdictions on the river—it is simply a vehicle to make sure that our Parkway gets its fair share of funds when park and water bonds are passed by the state. On average, places with a State Conservancy receive millions more in state funding for habitat restoration, bike and pedestrian infrastructure, and educational projects.

I’m proud to support Sacramento County Supervisor Phil Serna in his proposal to protect the American River Parkway. Last year I wrote a law to create the CA Lower American River Conservancy and was able to secure a $1 million appropriation in the 2017 State Budget to support the Parkway. I have made improving our Parkway a legislative priority for 2018. I’m pushing a park/water bond measure which currently includes a $20 million allocation for the American River Parkway.

Ultimately, state investment is much more meaningful with local funding as well.

Great news for the American River Parkway. The adopted budget includes $1 million in one-time resources to improve the Parkway. Lower America River Conservancy commissioners will convene stakeholders to come up with a expenditure plan.

What ideas do you have for the $1million?

FYI, the resources could be only used for one/time, physical improvements and funding can't be used for ranger staffing, etc.

Yesterday, the Senate Committee on Natural Resources and Water passed to create the (Lower American River Conservancy) and ! Now on to Senate Appropriations.
