A veteran prosecutor, Supervising Deputy District Attorney Chris Carlson channeled his brilliant mind and zeal for justice to dramatically expand and improve Sacramento County’s collaborative justice and treatment courts, beginning with his assignment in 2012 to the nascent Mental Health Court. Through his hard work and extraordinary ability to work with all stakeholders, Sacramento ushered-in numerous collaborative justice courts, to include Reentry Court and the Veteran’s Treatment Court, and expanded from one mental health court treating relatively few to multiple such courts treating hundreds. Tough but fair, court participants deeply respected Mr. Carlson, often expressing at graduation their gratitude for giving them a chance and keeping them on task, with Mr. Carlson often replying that while proud of them, he hoped never to see them again.
Established in 2024 shortly before his passing, the Chris Carlson “Big Heart” Award recognizes those in the collaborative justice stakeholder community embodying its namesake’s compassion and extraordinary commitment to providing treatment with accountability to those in the criminal justice system. Recipients will come from the provider community, allied treatment agencies, and the probation department.
The award is presented each year as part of National Treatment Court Month. A perpetual plaque of recipients will be displayed in a suitable location at the Tani Cantil-Sakauye Courthouse.

Congratulations to this year's recipient, Deputy DA Elise Stafford. A well-deserved honor for her work to continue Chris' legacy in the Collaborative Courts.

Defendant Sentenced for Shooting Murder at Carmichael Apartment

On May 29, 2026, the Honorable Ernest Sawtelle sentenced Larell Weathers to 61 years to life in prison. On April 7, 2026, Weathers was convicted by jury of second-degree murder, shooting at an inhabited house, and felon in possession of a firearm. The jury also found true allegations that Weathers used a firearm causing death and that Weathers suffered a prior conviction for residential burglary. The jury also found true two aggravating factors.

Sacramento Supervising Deputy DA Catrina Ranum gives a legislative update on AB 46, which will put safety rails around Mental Health Diversion. Thanks to Assemblymember Stephanie Nguyen and the bipartisan support from the legislature, AB 46 is in the final steps to becoming law. The measure now moves to the Assembly for concurrence this THURSDAY before heading to the Governor’s desk.

UPDATE: Great news for community safety! Our deputy district attorney attended Hettiger’s parole hearing to oppose his release, and the Board of Parole has issued a three-year denial. Our office remains committed to advocating for victims and protecting the public by opposing early release for individuals who continue to pose a threat.

Defendant Sentenced for 22 Counts of Child Sexual Assault

On May 8, 2026, the Honorable Deborah Lobre sentenced Bobbie Owen to 39 years and 4 months in prison. On March 23, 2026, Owen was convicted by a jury of 22 counts of child sexual assault, including lewd acts on a child, oral copulation and digital pe*******on with a foreign object.
