SCBC - Sacramento Community Based Coalition Sacramento Community Based Coalition (SCBC) mission is to provide the tools for successful re-entry.

The Sacramento Community Based Coalition SCBC) is a partnership between the Sacramento County Office of Education (SCOE) and the California Department of Corrections and Rehabilitation (CDCR) specifically designed for individuals who have recently returned home from incarceration.
