The CARE Act helps create a pathway to stability by bringing together behavioral health professionals, families, courts, first responders and community partners around the needs of the individual.

Through coordinated care, housing support and ongoing engagement, CARE helps ensure people don't have to navigate recovery alone.

🌟 Ribbon Cutting Today in Turlock🌟
DHCS is celebrating another milestone in California’s historic investment in behavioral health infrastructure through the Behavioral Health Continuum Infrastructure Program (BHCIP). The Central Valley TAY Independence Program, led by Aspiranet, received $8.7 million in BHCIP funding to expand vital behavioral health services for transition age youth (TAY) in Stanislaus County. This project supports statewide efforts to build and strengthen facilities that provide mental health and substance use disorder treatment — a key component of California’s broader strategy to expand care access and modernize the behavioral health system.

With this investment, the project will offer:
• A Short Term Residential Therapeutic Program with 6 beds.
• Outpatient substance use disorder treatment capacity (12 slots) projecting service to nearly 3,000 individuals annually

This work aligns with BHCIP’s mission to grow community based treatment options, increase service capacity, and ensure Californians can access the right level of care where they live. State support and local coordination drive measurable gains in County of Los Angeles implementation of the Community Assistance, Recovery, and Empowerment (CARE) Act, one component of a larger effort to rebuild California’s behavioral health system.

The number of CARE Act petitions filed in L.A. County jumped by more than 85% from November 2025 to March 2026, reflecting a growing momentum in implementing a landmark behavioral health program and underscoring how continued partnership with local communities, like the Los Angeles County Department of Mental Health, makes this progress possible.
