The City of Russell, which is the county seat of Russell County, was incorporated in 1872. Russell is a city of the second class and is the largest city in the county with a population of 4,506. Russell is located approximately 78 miles west of Salina, 35 miles north of Great Bend, and 25 miles east of Hays. Highway 40, 281 and Interstate 70. d the City maintains a modern airport with a 5,500 ft. concrete surfaced and lighted runway, taxiway and parking apron. The City owns and operates an electric generating and distribution system for a fifty square mile area, water transmission, distribution and treatment systems and sanitary sewer distribution and treatment system, approximately 55 miles of paved streets, a library, the Deines Cultural Center and 160 acres of city parks, which includes the Municipal Golf Course. The economy of Russell and Russell County is primarily oil production and agriculture with some wheat gluten and ethanol manufacturing facilities in the Industrial Park. Russell County is one of the leading counties in the production of oil in the state of Kansas.

The City of Russell Fire Department will be conducting a controlled burn at our training facility tomorrow, 5/30/2026, at 9:00 A.M.

There may be heavy smoke at times during the burn. This burn will be located southeast of town, near the wastewater facility.

As a reminder, The Duke Johnson Memorial Swimming Pool will be closed tomorrow, Friday, May 29, 2026 for necessary repairs and maintenance. We anticipate reopening at 1:00 p.m. on Saturday, May 30, 2026.

The following City of Russell positions are up for election in 2026:

Ward II –Lisa Anstaett currently serving
Ward III – Andrea Garland currently serving
Ward IV – Brad Wagner currently serving

All of the above positions serve a two-year term.

City of Russell Closures and Altered Schedules for Memorial Day;
City Crews Moving to Summer Heat Schedule

City of Russell offices and the public transportation bus will be closed Monday, May 25, 2026, for Memorial Day.
Sanitation routes usually serviced on Monday will be serviced on Tuesday. Please make sure your poly-carts are out by 7 a.m., considering that the sanitation trucks have no set time for pickup throughout the day.

City Crews Moving to Summer Heat Schedule on May 26, 2026
To reduce the risk of heat-related illnesses for City staff, several city departments will begin the summer heat schedule on Tuesday, May 26, 2026. The Summer Heat schedule (7 am – 4 pm) will help keep employees safe and out of the hottest part of the day.

The Summer Heat Schedule impacts all sanitation, water, and electric customers serviced by the City of Russell, with services beginning and ending an hour earlier than normal. We appreciate your cooperation and understanding to ensure the safety of our staff.

We will continue the heat schedule until Monday, September 7, 2026.

Mandy Funk Selected as the Russell Community Impact Award Winner for April 2026

The Russell Community Impact Award Committee is pleased to announce Mandy Funk as the distinguished recipient of the April 2026 Russell Community Impact Award. This award recognizes individuals, businesses, or organizations whose exceptional contributions have significantly enriched the fabric of the Russell community.

As a business owner and active member of the Russell Main Street, lnc, Mandy Funk is always looking for ways to improve Downtown Russell and create opportunities for others. She introduced 2nd Saturday promotions, encouraging businesses to collaborate by offering sales, showcasing new product lines, and hosting events that bring more people downtown. These efforts have not only increased foot traffic but have also created a stronger sense of connection and something to look forward to downtown.

Mandy hosts classes and helps individuals with creative projects. She understands that community pride is built through involvement, encouragement, and creating opportunities for people to share their talents. Her willingness to teach and support others has inspired participation across generations. She does all this with one simple goal - to encourage more participation and entries in the Russell County Fair.

As a Community for Classrooms board member, she puts the fun in fundraising by organizing the annual Bingo Night to provide teachers with the support and resources for their classrooms.

Mandy quietly picks up trash and tidies up public spaces to keep downtown welcoming and beautiful. A few years back, she started using the hashtag "Russell Hustle" on social media posts, which really is more than just a catchy tagline. lt represents progress, perseverance, and the belief that through hard work and collaboration, we can make Russell better together. She doesn't just say it, she lives it every day.

As the winner of the Russell Community Impact Award, Mandy received a $250 donation to the non-profit of her choice. She chose the Russell Play Park as the recipient. Mayor Jim Cross and KRSL/KZRS Russell Radio Representative Travis Hendrix presented Mandy with a $250 check at the May 19, 2026, city council meeting.

If you know of someone like Mandy who is making a positive impact on Russell, you can nominate them for the Russell Community Impact Awards. By participating in this initiative, you play a vital role in recognizing and honoring those who contribute to the community's growth and well-being.

The City of Russell Duke Johnson Municipal Swimming Pool and Historic Park Splash Pad will open for the summer 2026 season this Saturday, May 23rd.

The Duke Johnson Memorial Swimming Pool, located in Memorial Park, will be open 7 days a week, from 1 pm to 7 pm. The concession stand will be available, offering a wide variety of snacks and beverages.

The single person daily admission is $2.00 with children under five years of age free with paid adult admission. A single person season pass is $50, and a family season pass is $100. Season passes must be purchased at the City Building during regular business hours; 8 am to 5 pm.

As a reminder, swimming pool patrons under the age of 7 must be accompanied by a paying customer age 14 or older.

Pool Parties are available to the public. Registration and payment may be made through the City Clerk’s office. Pool parties may be scheduled from 7 pm to 9 pm on Fridays, Saturdays, and Sundays.

The Historic Park Splash pad, located downtown at 8th and Kansas, will be open daily from 10 am to 9 pm and is free to the public. The City of Russell has provided the following rules for use of the facility:

•Use splash pad and play equipment at your own risk. The City of Russell is not responsible for accidents or injuries.
•Children under the age of 10 must be accompanied by an adult. Adult supervision of children of all ages is recommended.
•Children in diapers must wear a swim diaper.
•NO Pets allowed in the splash pad area.
•NO running, pushing, or rough play permitted.
•NO glass containers or alcoholic beverages permitted.
•NO scooters, skateboards or bicycles permitted.
•Anyone experiencing diarrhea, nausea, infections, or cuts must not use the splash pad.
