Water Maintenance and Transmission crews will be flushing hydrants Wednesday (Oct. 7) as part of regular maintenance on the water system. Residents in the areas being worked may notice temporary water discoloration, changes in water pressure, or perhaps a brief lack of water service.
This discolored water does not pose a health concern. However, since the hydrant flushing can stir up accumulated iron and sediment, it is recommended citizens wait until the water runs clear before using it for drinking and cooking.

The locations of the hydrants being flushed Wednesday are:
Berrendo/N. Garden
Twin Diamond/N. Main

If you have any questions or concerns, please call 575-624-6731.

The City of Roswell's Mission Pillar Award recognizes a city employee’s efforts in exhibiting one or more of the city's core values of accountability, communication, excellence, integrity and teamwork. One award winner is selected each month from the nominations received that month.

The honoree for the September Mission Pillar Award is Melissa Garcia, a payroll specialist in the Finance Department.

The award nomination submitted for Melissa describes her as “dependable, compassionate, and consistently willing to go above and beyond to support others. She approaches every responsibility with integrity, professionalism, and a level of care that reflects her genuine commitment to both her work and the people she serves.”

The nomination notes Melissa took on additional duties during a co-worker’s maternity leave, including “managing payroll and all the duties that come with such a critical role… She ensured every detail was managed accurately and efficiently, never compromising the high standards she sets for herself.”

The nomination says, “Melissa's dedication extends far beyond simply completing her job. She is always willing to help, takes initiative without being asked, and consistently puts the needs of the team first. Her positive attitude, strong work ethic, and unwavering reliability make a lasting impact on everyone she works with.”

A portion of Main Street will be closed Monday (Oct. 5) for a few hours to accommodate the Eastern New Mexico State Fair parade that will come through downtown Roswell.

Main Street between 19th and Reed streets will be closed to traffic beginning shortly after 9 a.m.

The parade begins at 10 a.m. It will travel south on Main Street from College Boulevard to Summit Street. As the end of the parade passes each intersection, the respective side-street roadblocks will be removed.

The parade will line up in the Wool Bowl parking lot and use Grand Avenue and East College Boulevard to reach Main Street. As the parade makes its way from the parking lot to Main Street, westbound traffic on East College Boulevard will be stopped immediately to the east of Grand Avenue. The official starting point of the parade is on Main Street at College Boulevard, so people should not park or watch along East College Boulevard between Virginia Avenue and Main Street.

Roswell Transit bus service will be stopped at or before 9 a.m. and will resume shortly after the conclusion of the parade. As bus service resumes after the parade, buses may run behind schedule because of the heavy amount of traffic that will be dispersing in the downtown area.

The Roswell Solid Waste Department’s regular curb trash collection from nearby residences will also be impacted by the parade. People who live near the parade route and get their trash picked up on Mondays are asked to make sure their trash containers are at the curb early that morning as trash trucks will be making their rounds in the area early that morning before the parade starts.

The Basics of RPD’s Automatic License Plate Recognition Cameras

The Roswell Police Department recently installed 25 Automatic License Plate Recognition (ALPR) cameras at multiple locations in Roswell.

These specialized cameras scan license plates of passing vehicles and notify RPD through its Real-Time Crime Center if any plates match those of vehicles being sought in connection to a crime, based on information the ALPR system draws from the National Crime Information Center. The ALPR cameras can also play an important role in locating children involved in certain Amber Alerts that have a vehicle associated with the alert, or finding lost endangered adults such as those whose disappearances may prompt a Silver Alert or Brittany Alert.

RPD purchased the ALPR cameras and associated software from Axon, the same company that provides the body cameras worn by RPD officers. The purchase was made using state grant money designated for Real-Time Crime Centers.

Each ALPR camera is in a fixed position that remains focused on a specific section of road where it is mounted. The direction it is pointed cannot be changed remotely. While the ALPR cameras can take a photograph of a suspect license plate and provide police a live view or still photograph of the vehicle as it passes the ALPR camera, these cameras do not record video and cannot see who or what is inside a vehicle. In addition, these cameras cannot take any enforcement action, such as the issuance of citations for red-light violations, expired registration or speeding.

The only information that is recorded is the license plate, the make and model of the vehicle, its color, and a general vehicle description. That information is retained for a period of 30 days and then is automatically removed from the system. The information belongs solely to RPD, not Axon or any other entity. RPD has sole discretion on whether to share such information and intends only to do so with law-enforcement agencies involved in investigations related to the information.

All information collected through the ALPR system is safeguarded and protected by procedural and technological means. The information is accessible only through a login/password-protected system capable of documenting who accesses the information and when. RPD personnel authorized to access the information can do so only for legitimate law-enforcement purposes and must submit a proper case number relative to the requested information. Audits of the ALPR system will be conducted on a regular basis to ensure access to the system is being done only for allowable purposes.

Since use of the ALPR cameras began in August, they have been utilized in developing leads in numerous criminal investigations and solving crimes, including homicides.

Reminder: Today (9/30/26) is the deadline to turn in Lodgers' Tax Funding requests for tourist-related events.

Organizations putting on tourism-related events during the first half of 2027 have until the end of this September to submit requests for city lodgers’ tax funding for those events.

Lodgers’ tax funding applications and related information can be found on the City of Roswell website at roswell-nm.gov/1392/Lodgers-Tax-Funding-Request.

Organizations seeking lodgers’ tax funds for events to be held between Jan. 1, 2027, and June 30, 2027, must submit applications by 5 p.m. Sept. 30, 2026. The Occupancy Tax (Lodgers’ Tax) Board will consider those requests at a meeting after the submission deadline.

Lodgers’ tax is a 5-percent tax paid by customers of hotels, motels and other lodging establishments. State law allows municipalities to collect this tax through lodging businesses. The revenue from this tax is used on tourism-related promotion of the city and for expenses related to tourism events and certain facilities.

For some events seeking lodgers’ tax funding, a special-events permit may also be necessary. Information and a permit application, as well as a street-closure request form, can be found at roswell-nm.gov/1397/Special-Event-Permits-and-Street-Closure.
