The Town of Rogersville's Street & Maintenance Department is proud to maintain Civitan Cemetery, our publicly-owned, historic working cemetery. The Town acts as the exclusive caretaker of the cemetery; town workers take pride in maintaining its historic grounds. Much of the regular maintenance activity involves mowing and w**d abatement. Workers have been busy preparing for mowing season.

Contact Town Hall at 256-247-5446 with any questions. The Town's cemetery ordinance is on file with the clerk's office. The following is Section 4 of the ordinance (Ordinance No. 11-17-03 - Cemeteries):

SECTION 4. WORK SUPERVISION; CURBING BASE; RAILINGS; FLAGS AND BENCHES.

(A) Railing or a fence, of any description, is prohibited.

(B) A solid slab over grave is permitted.

(C) Dirt, rubbish, dead or faded flowers accumulated by the owner of a lot or their workmen, must be removed as soon as possible; otherwise, after a reasonable period of time, the caretaker will discard.

(D) Offensive, improper, unsightly or unsafe monument, effigy or enclosure or structure placed in or upon any lot is prohibited. After reasonable effort to contact the lot owner,

(E) If any monument, effigy, or enclosure or any structure placed in or upon any lot in the cemetery shall be offensive or improper or become unsightly or unsafe, the caretaker, after reasonable effort to contact the lot owner, shall have the right to enter upon such lot and remove such object.

(F) No loose material shall be placed on a lot that could be picked up by a lawn mower.

(G) Floral arrangements and other decorations placed on monuments or in containers are permitted.

(H) The United States flag shall be displayed in accordance with The Flag Code, Title 36, Section 171-178, United States Code, Chapter 10, a copy of which shall be kept in the Town Clerk’s office.

(I) All graves shall be permanently marked with the name of the deceased within one (1) year.

(J) Burial of pets or animals is prohibited.

(K) Planting of trees, bushes, shrubs, etc., is prohibited.

(L) Benches, statuaries, and coping flush with ground are permitted but must not interfere with routine maintenance by the Town, at the owner’s risk and the Town assumes no responsibility for damages or theft of same. Benches, statuaries or coping shall not interfere with routine maintenance by the Town, if so, the owner must provide the maintenance, trimmings, etc. of same.

(M) Above ground burials (portable mausoleum) or private estates are prohibited.

Please be advised that starting July 20, 2026 the Street/Maintenance Department will be removing all prohibited items.

The Lauderdale County Solid Waste Department provides a free, curbside yard debris pickup service for all residents. Instructions/details:

• Yard debris and shrubs are allowed; stumps are not allowed. Limbs over eight (8) feet should be cut into smaller pieces.

• The brush pile must not exceed four (4) feet in height, 10 feet in length (left to right, facing the roadway) and five (5) feet in width.

• Brush should be placed no more than two (2) feet from the roadway in the right-of-way and at least five (5) feet from obstacles such as mailboxes, parked vehicles, fences and utility poles. Don't place piles in a ditch.

Residential customers are asked not to place brush piles under utility lines or low-hanging limbs. Avoid placing piles over water meters.

Brush pickups in Rogersville are regularly scheduled for Mondays. (Monday pickups are from the county line west to AL 101 in Elgin.)

MUNICIPAL PARK RULES AND REGULATIONS ORDINANCE

ORDINANCE NO. 05.11.2026

AN ORDINANCE ESTABLISHING RULES AND REGULATIONS FOR THE USE OF MUNICIPAL PARKS, RECREATIONAL FACILITIES, WALKING TRAILS, SPLASH PAD AREAS, AND RELATED PUBLIC PROPERTY OWNED OR OPERATED BY THE TOWN OF ROGERSVILLE, ALABAMA; PROVIDING FOR ENFORCEMENT, PENALTIES, AND RELATED MATTERS.

BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF ROGERSVILLE, ALABAMA, AS FOLLOWS:
SECTION 1. PURPOSE

The purpose of this Ordinance is to promote the public health, safety, welfare, cleanliness, and enjoyment of all persons utilizing municipal parks and recreational facilities owned or operated by the Town of Rogersville. This Ordinance shall be named and referred to as the “MUNICIPAL PARK RULES AND REGULATIONS ORDINANCE”.

Section 2: DEFINITIONS
For the purpose of this ordinance:
• Authorized Vehicle means any vehicle:
o Owned or operated by the Town of Rogersville or a utility company on official business;
o Emergency response vehicles (e.g., police, fire, ambulance);
o Specifically permitted in writing by the Town of Rogersville for official events or maintenance.
• Animal means any live, domesticated or wild, four-legged mammal, including but not limited to dogs, cats, and livestock.
• Leash means a physical restraint not exceeding six (6) feet in length, made of durable material, and held by a person capable of controlling the animal.
• Motor Vehicle means any self-propelled land vehicle, including, but not limited to, cars, trucks, motorcycles, ATVs, UTVs, and scooters.
• Public Park means any park, playground, splash pad, green space, recreational facility, ball field, pickleball court, tennis court, basketball court, disc golf course, walking trail or similar area owned, operated, or maintained by the Town of Rogersville and open to the public.
• Service Animal is defined as per the Americans with Disabilities Act (ADA).
• Town is the Town of Rogersville, Alabama.

SECTION 3. PROHIBITED ACTIVITIES

Except as otherwise provided, the following activities are prohibited within any Town of Rogersville municipal park, public area or recreational property:
A. Alcohol and Drugs
1. No alcoholic beverages shall be permitted on park property.
2. No controlled substances or non-prescription illegal drugs shall be permitted on park property.
B. To***co Products
No to***co products shall be permitted on park property, including but not limited to:
• Ci******es
• Electronic ci******es or va**ng devices
• Smokeless to***co products
C. Glass Containers
No glass containers or glass products shall be allowed on park property.
D. Offensive Conduct
No person shall use offensive, abusive, threatening, or disorderly language while on park property.
E. Climbing on Fences
No person shall climb on park fences, gates, backstops, or barriers.
F. Vandalism
Any person damaging, defacing, destroying, or vandalizing Town property shall be subject to prosecution under applicable law.
G. Motorized Vehicles
Motorized vehicles shall be restricted to designated roads and parking areas only, unless such vehicles are approved by the Town for maintenance, emergency purposes or otherwise authorized by the Town.
H. Unauthorized Advertising
No unauthorized advertising, solicitation, vending, or distribution of materials shall occur on park property without written approval from the Town of Rogersville.
I. Unauthorized Camping, Sleeping, Loitering or Panhandling
Except in designated campground areas where a park rental spot has been procured, no camping, sleeping, open fires are allowed in park areas. No loitering or panhandling is allowed in any park area.
J. Park Hours
Use of any park faculties is prohibited after park hours as posted at the park or as determined by the Town Council.

SECTION 4. ANIMAL POLICY

A. Restricted Areas
Animals shall be prohibited from the following areas except for certified service dogs as defined by applicable law:
• Baseball/Softball Park
• Basketball Courts
• Tennis Courts
• Pickleball Courts
• Disc Golf Course
• Splash Pad Area
B. Walking Trail Requirements
Dogs shall be permitted on designated walking trails and surrounding grassy areas only and must:
1. Remain leashed at all times; and
2. Owners or handlers must immediately pick up and properly dispose of any pet waste.

SECTION 5. SPLASH PAD REGULATIONS

A. General Use
The splash pad shall operate on a first-come, first-served basis during regular operating hours.
B. Private Rentals and Parties
Private parties, rentals, or reserved events for the splash pad must be scheduled through Rogersville Town Hall at:

SECTION 6. PAVILION RENTALS

All pavilion rentals, reservations, or organized private events utilizing park pavilions must be scheduled through Rogersville Town Hall at:

SECTION 7. ENFORCEMENT AND PENALTIES

A. Trespass and Removal
Any individual violating the provisions of this Ordinance may be ordered to leave park property immediately by authorized Town personnel or law enforcement officers.
B. Penalties
Failure to comply with the provisions of this Ordinance may result in:
1. Trespass from Town property;
2. Fines as permitted by Alabama law;
3. Criminal prosecution where applicable; and/or
4. Suspension or revocation of facility usage privileges.
Unauthorized Vehicles: Up to $500 per offense, plus court costs and towing fees.
• Animal Offenses:
Leash or Pet related violation: Up to $100 for first offense; up to $250 for subsequent
offenses.
• Each violation or day of noncompliance constitutes a separate offense.
• Each and other additional offenses or violation shall be punished by a fine of not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00), or by imprisonment for a period not to exceed six (6) months, or by both such fine and imprisonment all as set forth in the Code of Ala. 1975, § 11-45-9, and by the Code of Ordinances of the Town of Rogersville.

SECTION 9. SEVERABILITY.

The sections, paragraphs, sentences, clauses, and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph, or section of this ordinance shall be declared unconstitutional or otherwise invalid by the valid judgment or decree of any court of competent jurisdiction, the unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses, sentences, paragraphs, or sections of this ordinance, since the same would have been enacted by the Council without the incorporation in this ordinance of any such unconstitutional or invalid phrase, clause, sentence, paragraph, or section.

Hello Everyone, Following the recent prolonged power outages, we have received multiple reports of activated carbon monoxide detectors. Our investigations have found that the standby generators at these homes were not installed correctly, allowing exhaust to enter the homes. One home had a carbon monoxide reading of 97 ppm, and the occupants were experiencing headaches and nausea. Fortunately, they contacted 911, and we responded with our local gas company. As a reminder, carbon monoxide is a colorless, odorless, and tasteless gas that can be deadly. If you have a standby generator, please ensure it is properly serviced and positioned to prevent carbon monoxide from entering your home.

For home safety:

* Install carbon monoxide alarms on every level of your home and outside sleeping areas.
* Test alarms monthly and replace batteries as recommended.
* Never operate a generator inside a home, garage, basement, crawl space, or near windows and doors.
* Current safety recommendations are to place portable generators at least 20 feet from the home, with the exhaust directed away from the house.

If a CO alarm sounds:

1. Move everyone outside or to fresh air immediately.
2. Call 911 if anyone has symptoms such as headache, dizziness, nausea, confusion, or weakness.
3. Do not re-enter until emergency responders determine it is safe.
