RCOEM maintains a social media program for the purpose of engaging and interacting with our community, pro

viding relevant and timely community news, information, events, and distribution of crime prevention and public safety tips. All social media accounts used by the RCOEM are designated as Limited Public Forums. The staff welcomes a person’s right to express his/her opinion and encourages posters to keep comments relevant to the topic in question. Posting of any content on any social media platform used by RCOEM by any visitor, follower, subscriber, or fan, constitutes acceptance of the terms of use described here in this policy. When applicable, the staff uses platform-provided content moderation/filtering options to limit foul or obscene content. RCOEM Social Media accounts will only “Friend”, “Like”, or “Follow” other official government accounts, or other accounts the EMC deems necessary to effectively carry out the RCOEM missions. A comment posted by a member of the public on any RCOEM social media account is the opinion of the commentator or poster only. Publication of a comment does not imply endorsement of, or agreement by RCOEM, nor do such comments necessarily reflect our opinions or policies. All comments posted to any official RCOEM social media site are bound by each site’s Community Standards. RCOEM actively monitors its social media account and will remove inappropriate content as defined below, without prior notice, and as soon as possible. The County reserves the right to remove and/or block anyone who posts inappropriate material as determined by the social media site managers. RCOEM reserves the right to remove comments that are offensive or profane in nature. User comments will be removed (when possible) when the content:
1. Is off-subject or out of context
2. Is a personal attack
3. Is threatening, defamatory, harassing, or discriminatory
4. Contains obscenity, profanity, or material that appeals to the prurient interest
5. Contains personal identifying information or sensitive personal information
6. Violates the right to privacy
7. Contains offensive terms that target protected classes
8. Promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age, religion, gender, or national origin
9. Displays or describes conduct in violation of any federal, state, or local law or encouragement of illegal activity
10. May reasonably interfere with, inhibit, or compromise law enforcement investigations, tactics, responses to incidents and/or the safety of County staff
11. Contains information that reasonably could compromise individual or public safety
12. Incites or promotes violence or illegal activities
13. Violates a legal ownership interest, such as a copyright, of any party
14. Advertises or promotes a commercial product or service, or any entity or individual

This is not an all-inclusive list. Comments found violating this policy will be hidden. Staff further reserves the right to temporarily ban access to the RCOEM social media accounts for repeated postings that contain off-topic, offensive, or profane remarks and to permanently ban access if such comments continue when access is reinstated. If a user wishes to contest the removal or hiding of their content or their denial of access ("banned") from the RCOEM social media accounts, the user may do so by emailing [email protected]. RCOEM social media sites are subject to applicable public records laws. Any content maintained in a social media format related to RCOEM business, including communication posted by Staff and communication received from citizens, maybe a public record.

Every 9/11 we remember one of the heroes that arose on that day. This year, we remember Jan Demczur.

Jan Demczur was a window washer working at the World Trade Center on September 11, 2001. When American Airlines Flight 11 struck the North Tower, Demczur and five other men found themselves trapped above the impact zone.

They made their way into a damaged elevator and discovered they were trapped between floors.

With little more than a window-washing squeegee, Demczur began cutting through a wall.

After hours of work, he and the other men were finally able to escape the elevator and make their way to safety.

His story is a reminder that heroism doesn't always look like what we imagine. Sometimes it is simply refusing to give up. Sometimes it is using whatever you have, in the worst circumstances imaginable, to help yourself and those around you survive.

Today, we remember Jan Demczur and the countless acts of courage, sacrifice, and perseverance that emerged from the tragedy of September 11, 2001.

We remember the nearly 3,000 lives lost.

We remember the first responders who ran toward danger.

And we remember the everyday Americans who, when faced with unimaginable circumstances, found the courage to help one another.

We will never forget.

The Rockwall County Emergency Management Coordinator is back in Rockwall County after assisting with the Ross Fire in Palo Pinto County as part of the Texas Division of Emergency Management (TDEM) Incident Support Task Force.

We’ll likely share more in the future about the specifics of our deployment, including lessons learned and how the experience can help strengthen emergency management here in Rockwall County. For now, here’s a brief summary of some of the ways we were able to assist:

• Served as a liaison between Palo Pinto County and state officials, helping ensure critical information and local priorities were communicated effectively.

• Drafted an extension to the disaster declaration that was subsequently approved by the Palo Pinto County Commissioners Court.

• Trained county employees on properly documenting disaster-related work to help ensure the county and Emergency Service Districts can receive eligible federal reimbursement.

• Assisted with damage assessments to document the impacts of the fire.

• Connected an impacted resident with local recovery resources that helped restore running water to their home.

• Participated in meetings with agricultural stakeholders to help ensure local ranchers were connected with available assistance.

• Worked alongside volunteer organizations at the Incident Command Post, including Texans on Mission, Crisis Response Ministry, and Hope Animal Assisted Crisis Response.

Thank you to the Rockwall County, TX - Commissioners Court for allowing our office to take advantage of these opportunities when they arise! Deployments like this are a valuable opportunity to support our fellow Texans while also bringing back experience, lessons learned, and best practices that can make our own communities better prepared.

As the Ross Fire has grown to approximately 85,000 acres, the Rockwall County Office of Emergency Management continues to support the response and recovery operations through the TDEM Incident Support Task Force.

Your Emergency Management Coordinator has been supporting the Palo Pinto County Emergency Management Coordinator and County Judge, working behind the scenes alongside hundreds of others who are helping protect communities, support first responders, and bring this fire under control.

Emergency Management's work isn't always visible, but it plays an important role in making sure communities and responders have the resources they need. Some of the efforts we have helped support include:

• Worked with local leadership to develop a priority action list and prepare for the extension of the disaster declaration.

• Trained county staff on federal reimbursement processes to help ensure eligible expenses can be reimbursed after the fire is fully extinguished.

• Coordinated with the local AgriLife Extension Agent to help ensure resources and support are available for livestock owners and ranchers affected by the fire.

• Requested and helped coordinate the construction of a semi-permanent cooling shelter to provide relief from the extreme heat for Palo Pinto County ESD-1 command staff working the incident.

These are just a few examples of the work happening behind the scenes. RCOEM is proud to support Palo Pinto County, its first responders, and the communities affected by the Ross Fire.
