The CAPER is a required report that highlights Montgomery County’s progress in meeting the goals of its Annual Action Plan for the period July 1, 2025 – June 30, 2026, using CDBG, HOME, and ESG funds to support housing and community development needs.

The number of Troubled Properties is down in Montgomery County - Here’s the data.

DHCA’s new FY26 Troubled Properties Report is out, and the numbers tell a clear story: the number of rental units on the county’s Troubled Properties list has dropped 78% since FY24, resulting in 5,655 fewer units being classified as troubled (from 7,269 down to 1,614). At-Risk units are down 69% over the same period.

Two years ago, the county’s rent stabilization law tied rent increases to how well landlords maintain their properties. This report suggests it’s working: landlords are fixing violations more quickly to avoid rent restrictions and new reinspection fees.

Today, DHCA hosted a tenant-focused forum, bringing together tenant advocates, leaders, and service providers from across Montgomery County.

Staff from DHCA Code Enforcement, Rent Stabilization, Asset Management, and Landlord-Tenant Affairs discussed the County’s laws and programs alongside colleagues from Montgomery County Office of Consumer Protection and Montgomery County Health and Human Services - MD. Thank you to everyone who joined and brought thought-provoking questions to the discussion.

📢 Attention Montgomery County nonprofits! 📢

The FY 2028 Community Development Block Grant (CDBG) Public Service Grants Program is live. The Montgomery County Department of Housing & Community Affairs and the Office of Grants Management are now seeking qualified nonprofit partners to apply for CDBG funding. If your organization provides services that primarily benefit low- and moderate-income residents, you can request up to $45,000 for your project!

Eligible activities include:
• Housing-related supportive services
• Eviction prevention
• Employment and job readiness programs
• Youth development
• Services for seniors, people with disabilities, and legal immigrants
• Mental health, healthcare navigation, and education support
• Crime prevention
• Other community-based services aligned with critical local needs

Funds cannot support capital development, construction, or entertainment activities, and may not provide direct income payments except as allowed under federal rules.

👉 Who should apply: 501(c)(3) nonprofits providing public services to low- and moderate-income residents in Montgomery County.

The Department of Housing and Community Affairs, in partnership with the Maryland Mortgage Program (MMP), is excited to announce that the loan limit for both the Montgomery Homeownership Program (MHP) and the Montgomery Employee Down Payment Assistance Loan (MEDPAL) has been increased to up to $50,000! These zero-percent, deferred down payment and closing cost assistance loans are helping to bridge the financial gap and make homeownership in Montgomery County even more attainable for first-time homebuyers.

✨MHP Program Highlights✨
- Open to any MMP‑eligible first-time homebuyer purchasing in Montgomery County.
- Provides a 0% interest, deferred-payment second loan for down payment and closing costs.
- Assistance up to $50,000, not exceeding 40% of household income; any unused funds applied to principal (no cash-out).
- Requires standard Maryland Mortgage Program eligibility and Homebuyer Education.
- Cannot be combined with Partner Match programs or any other MMP products.

- Designed for eligible full-time Montgomery County employees (county departments and MCPS employees per approved list).
